AGRICULTURAL RESEARCH SERVICE (ARS) EXAMINATION-2013


Agricultural Scientists Recruitment Board (ASRB) will hold a competitive ARS Examination – 2013 as per the following scheme wherein two separate examinations will be held:
(i) Preliminary – ARS Examination - 2013 on 29.12.2013 (SUNDAY) from 10.00 A.M. to 12.00 Noon at 33 centres.
(ii) ARS – Main Examination - 2013 on 16.03.2014 (SUNDAY) from 10.A.M. to 01.00 P.M. at 12 centres.

Only those candidates who qualify the Preliminary ARS Examination will be eligible to appear in the ARS Main Examination. Candidates declared successful in ARS Main Examination and viva-voce will be recommended for appointment as Scientists in Agricultural Research Service (ARS) of Indian Council of Agricultural Research in the Pay Band-III of Rs 15,600 - 39,100 plus Research Grade Pay of Rs 6,000/- .

The candidates can give the choices of the centres of examination for ARS-Main Examination from amongst following centres: Bangaluru, Bhubaneswar, Coimbatore, Delhi, Guwahati, Hyderabad, Jammu, Kolkata, Mumbai, Nagpur, Patna, Varanasi

1. CONDITIONS OF ELIGIBILITY
Nationality: A candidate must be either:-
(i) a citizen of India, or
(ii) a citizen of Nepal, or
(iii) a citizen of Bhutan, or
(iv) a Tibetan refugee who came over to India before the 1st January, 1962, with the intention of permanently settling in India, or
(v) a person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka and East African countries of Kenya, Uganda, the United Republic of Tanzania, (formerly Tanganyika and Zanzibar) Zambia, Malawi, Zaire, Ethiopia and Vietnam with the intention of permanently settling in India.
Provided that a candidate belonging to categories (ii), (iii), (iv) above shall be a person in whose favour a certificate of eligibility has been issued by the Government of India.

2. AGE LIMITS:
A candidate seeking admission to the ARS Examination-2013 must have attained the age of 21 years but not have attained the age of 32 years as on 01-08-2013. In-service candidates of ICAR less than 45 years in age as on 01-08-2013 will also be eligible to appear subject to possession of prescribed qualifications. In-service candidates of the State Agricultural Universities less than 35 years in age as on 01-08-2013 will be eligible to appear for ARS subject to possession of prescribed qualifications. The upper age limit prescribed above will also be relaxable:-
(i) Upto a maximum of five years if a candidate belongs to SC or ST.
(ii) Upto a maximum of 3 years in the case of candidates belonging to Other Backward Classes, who are eligible to avail of reservation applicable to such candidates, i.e. Non-creamy layer.
(iii) For Person with Disability candidates, the upper age limit will be relaxable upto a maximum of 10 years. Candidates belonging to SC, ST and OBC who are also covered under the Person with Disability category will be eligible for grant of cumulative age relaxation under both the categories.
(iv) For ARS the upper age limit for the candidates holding Ph.D. degree will be 35 years. Consequently the upper age limit for SC/ST/OBC/ Person with Disability candidates holding Ph.D. degree will be relaxable by a further period of 3 years.
Thus, the maximum limit for SC/ST candidates in such cases will be 40 years, for OBC candidates 38 years and for Person with Disability candidate 45 years. In such cases the candidates should have obtained Ph.D. degree on or before 01-08-2013, which is the reckoning date for age determination.
(v) Up to a maximum of five years if a candidate had ordinarily been domiciled in the State of Jammu & Kashmir during the period from the 1st January, 1980 to the 31st day of December, 1989.
(vi) To other bonafide displaced persons/repatriates of Indian origin / Defence Services Personnel/Border Security Force Personnel etc. as per the existing instructions of the Government of India on the subject.

3. EDUCATIONAL QUALIFICATIONS:
A candidate for the Agricultural Research Service must hold a Master's degree or equivalent in the concerned discipline with specialization as defined in the Annexure -V available on link:

and completed on or before 16.03.2014 from any Indian University incorporated by an Act of Central or State Legislature in India or other educational institution established by an Act of Parliament or declared to be deemed University under Section 3 of the University Grants
Commission Act, 1956 or he/she must have qualification from a foreign University recognized as equivalent by the Government of India.
The candidates having Master’s degree from a foreign University must attach a certificate of equivalence and recognition of that degree issued by the University Commission/ Govt. of India.

k) Scanned copy of signatures taken in Black ink on a white paper only in .jpg format only. (an Image can be saved in .jpg format using the MS Paint application )
l) Debit Card/Credit Card/Internet Banking details for online payment of fee.

Qualifying in JEST does not entitle an applicant to get a Research Fellowship. Using the JEST results, each institute will call a limited number of candidates for further selection depending on their requirements. All selected candidates will receive Research Fellowships from the respective institutes

Those desirous of seeking admission to any of these institutes for a Ph. D. Programme in Physics / Theoretical Computer Science / Neuroscience may appear for JEST (written test in Physics or Theoretical Computer Science as applicable) at the test centre chosen by the candidate. JEST examination can be taken in Physics or Theoretical Computer Science but not for both.A common examination is conducted both for Ph. D. and integrated Ph. D. programmes.

The questions are based on the general syllabii of graduation and post-graduation level courses offered by various Indian universities and institutions. JEST question papers are normally not made available. However, some questions from previous year's examinations are available at http://www.jest.org.in/frequently_asked_questions

There is no limit to the number of times one can apply for JEST examination. There is no restriction on age for appearing in JEST examination. However, each participating institute has its own eligibility criteria. For details on the eligibility criteria of the participating institutes candidates should visit their websites.

Applicants who are expected to complete their final examinations by August of each year are also eligible to appear for the JEST exam of that year.

Ph.D ProgrammePhysics:Applicant should hold M.Sc. in Physics or M.Sc. / M.E. /M.Tech in related disciplines.
M.Sc. in Mathematics / Applied Physics / Applied Mathematics / Optics and Photonics / Instrumentation / Electronics will also be considered at IIA.
B.E or B.Tech will also be considered at IISc, IMSc, ICTS-TIFR, IUCAA, JNCASR, NCRA-TIFR, TIFR-TCIS, RRI, IISER Mohali, IISER Pune, IISER Thiruvananthapuram and SNBNCBS.

Talented final year B.Sc. and first year M.Sc. in Physics / Electronics / Astronomy / Applied Mathematics students may also apply to be pre-selected for research scholarship at IUCAA.

MSc in Physics, Engineering Physics or Applied Physics will also be considered at IPR.
At TIFR, only B.Tech Eng. Phys. and M.Sc. Physics are eligible.

Theoretical Computer Science/Neuroscience:M.Sc/ M.E / M.Tech / M.C.A in Computer Science and related disciplines, and should be interested in the mathematical aspects of computer science. Integrated M.Sc. / M.Tech - Ph.D Programme: At HRI, IISER-Pune, ICTS-TIFR, SNBNCBS, NCRA-TIFR, and TIFR-TCIS candidates with a Bachelor's degree will also be considered for the integrated M.Sc., Ph.D. programme in Physics.

At IMSc, graduates with Bachelor’s degree in Science/ Mathematics/ /Statistics / Computer Science/ Information Technology/Engineering will also be considered for admission in Physics and in Theoretical Computer Science, as part of an integrated Ph.D. programme. All candidates successful in the course work of this programme shall be awarded a M.Sc. degree.

At SNBNCBS, graduates with B.Sc. (Physics) / B.E. / B.Tech degree will be considered for the integrated Post-B.Sc.-Ph.D. programme in subject areas mentioned above. At IIA, graduates with B.Sc. (Physics / Mathematics) / B.E. / B.Tech in Electrical / Instrumentation / Engineering Physics / Electronics and Communications / Computer Science and Engineering / Optics and Photonics will be considered. At NBRC, B.Sc. (Physics/ Mathematics) & B.E/ B.Tech (Computer Science) will be considered for integrated M.Sc-Ph.D in Neuroscience.

Integrated Ph.D. Programme at IISER, Thiruvananthapuram: Graduates with Bachelor’s degree in Physics/Technology/Engineering will be considered for the Int. Ph.D. programme in Physics.

Application Procedure: Applications for JEST- 2014 can be submitted on-line only from November 11, 2013 and will continue up to December 10, 2013. Before filling the online application form, applicants may go through the instructions given at http://www.jest.org.in/

Initially, applicant has to create an account using a valid email-id. This account will remain valid from the time of account creation till one month after the date of declaration of results, for that year. Email-ids are linked to the created account as well as to the application, and will be used for all communications with the applicants. The email-id should be active and must not be changed during this period.

To submit application online, applicants must login to the created account and complete the application form. After submission, a unique submission number will be sent to the applicant’s email-id. This unique submission number must be quoted by the applicant for any communication with the JEST authority.

To register, one has to click on the ‘register to appear for the exam’ link in the Homepage. Applicant will receive an email with account information after registering with a valid email-id. Applicant has to follow the instructions given in the email for resetting his/her password and further login.

In the next step, applicant should Login to the JEST homepage with the username (your email-id) and password. Fill the form and save it, or, modify an already saved form.  Press the ‘Submit Application’ button, only after the applicant has inserted and checked all the mandatory entries.

Next, the applicant should upload jpg files of his/her Passport size photo and scanned signature. Next the applicant has to pay the application fee online (Using Debit/Credit cards/Net-Banking).

After online submission of the application form and successful e-payment of the application fee, the submission procedure will be considered complete. No modification will be allowed after this.

The instructions to be followed as regards the e-Photo and e-Signature are given at the website. On successful submission of the online application form, applicant will receive an e-mail with application data after final submission containing a Unique Submission Number and filled in data. Applicant may save this e-mail for further correspondence with the JEST authority. If the applicant does not receive this e-mail after submission of application form and the successful e-payment of the application fee, he/she should contact JEST authority.

Admit card will be available in the JEST webpage after 25th of January, 2014. Applicant should bring a printout of the downloaded admit card and one photo-id for entry into the examination centre. Admit cards will not be sent by post/email.

There are some vacant seats in govt/ aided engineering colleges for MTech course this year for which spot admission will be made on 13th November at College of Engineering, Trivandrum. Applicants with the following B.Tech/B.E Degree only are permitted to appear for the spot admission

Only those applicants figuring in the rank list for the second spot admission published in the website are permitted to attend the spot admission

Applicants who have taken admission in any of the Govt/Aided Engineering Colleges are not allowed to take part in the spot admission even though their names appear in the rank list. The registration for spot admission will be conducted at College of Engineering, Trivandrum on 13.11.2013 from 9 am to 10 am.

Candidates, who present themselves before 10 am on 13.11.2013, will only be permitted to attend the spot admission. Candidates have to bring the following documents in original at the time of allotment, failing which they will be denied allotment even if eligible.

Documents needed to paricipate.

1. GATE Score card if they have valid GATE score

2. All mark lists of qualifying examination and the Degree certificate (Provisional certificate in the case of 2013 pass out candidates. They should have 60% marks for qualifying Degree in general category and 54% marks if in SEBC category).

3. Community and Income certificate from Village officer, in case of SEBC candidates
Community certificate from Thahsildar in case of SC/ST candidates Nativity certificate from the village officer for Non GATE candidates

4. Transfer Certificate from the institution last attended.

Candidates who get allotment will have to surrender all the above original documents at the spot admission venue. They have to join the college on the date mentioned in the allotment memo issued to them. If they fail to join the college, their certificates will be returned only if they pay the liquidated damages. Allotment will be conducted only for the vacant seats . Eligibility:
Admission to a Ph.D. Programme shall be open to candidates who have passed the prescribed qualifying examination with a Cumulative Grade Point Average (CGPA) of at least 6.5 in the 0-10 scale grading system, or not less than 60% marks in the aggregate (taking into account the marks scored in all the subjects of all the public/university examinations conducted during the entire prescribed period for the degree programme). However, this rescribed minimum shall be a CGPA of 6.0 or 55% marks in the aggregate for SC/ST candidates. The prescribed qualifying examination is as follows:
a. For Ph.D. in Engineering/Technology – Master’s degree in relevant field.
b. For Ph.D. in Science /Humanities, Social Sciences & Management – Master’s degree in relevant field.

Application form and information brochure can be downloaded from NITK website http://www.nitk.ac.in  and completed application form is to be sent to the Dy. Registrar (Academic) NITK, along with necessary D.D. for Rs. 500/- (in case of SC/ST Rs. 150/-) drawn in favour of the Director, National Institute of Technology Karnataka, Surathkal, Srinivasnagar, payable at State Bank of India, Surathkal / Canara Bank NITK Campus Branch Surathkal. Application without the D.D for the required amount will not be considered.
