Applications are invited in the prescribed format from eligible candidates for the three year Post graduate Degree Courses in Radiotherapy and Radio-Diagnosis at Regional Cancer Centre, Thiruvananthapuram (RCC). The completed applications forms along with the required documents are to reach the office of the Director on or before 3.30 pm on 17-04-2012.

Regional Cancer Centre, Thiruvananthapuram, now in its 31st year of service to the nation, is an autonomous institution sponsored jointly by Govt. of Kerala and Govt. of India. Handling over 1.80 lakhs patients including over 14,000 new cancer cases annually, RCC carries out innovative and pioneering work in cancer control, treatment, research and training.

The centre has state-of-the-art in-house facilities to ensure comprehensive care under one roof and a smooth hassle free patient management system where in every patient gets equal attention and standardized care. We also offer comprehensive support facilities for the patients, including travel, accommodation and rehabilitation.

The Division of Radiation Oncology provides the treatment for various forms of malignancies. The Division is the only one of its kind in the state in terms of infrastructure and internationally trained experienced faculty. The Division is equipped with all modern facilities for conventional treatments, 3DCRT, IMRT, IGRT and SRS/SRT, HDR brachytherapy etc. The Division is also responsible for hemotherapeutic treatments for most solid malignancies and the faculty work in close collaboration with Surgical Oncologists, Medical and Paediatric Oncologists to provide international standards of care to our patients.

The Division of Imageology is well equipped with state-of-the-art imaging technologies such as MRI with MRS, dedicated breast & prostate coils, 16-slice CT scanner, Digital Mammogram and prone biopsy system, Mammotome, USS, Digital Radiography etc.

II. Distribution of Seats for 2012 – 13
The RCC conducts Post Graduate Degree Courses in Radiotherapy and RadioDiagnosis and is the competent authority for selection of four seats in Radiotherapy and
one seat in Radio-Diagnosis (Institute Seats). Selection to the Institute Seats will be purely on the basis of academic merit. Admission to the Institute Seats will be made by the Director, RCC based on the eligibility criteria given under clause V. In addition to theabove, allotment to four seats in Radiotherapy and one seat in Radio-Diagnosis (Government seats) will be made by the Director of Medical Education, Kerala (As per GO No: 51122/J1/2009/H & FWD dt: 26.02.2010). Selection to the Government Seats will be based on the Kerala State PG Medical Entrance Examination conducted by the Controller of Entrance Examinations, Kerala.

III. Duration of the Course
The duration of the MD course including University Examination is 3 years.
The date of commencement of the Course and the last date of completion of admission process will be as per the time schedule fixed by the Government of India/Medical Council of India/ Supreme Court of India.


IV. Fees
Tuition Fees - Rs 3,00,000/- per annum
Caution deposit - Rs 10,000/- (refundable)
University fees - as applicable to the Kerala University of Health Sciences, Thrissur

Fees will be the same for candidates admitted to both institute and Government Seats.
The tuition fees for in-service candidates (if allotted to Govt seats) will be as fixed by the Government of Kerala.


Fee concession/waiver will be given for SC/ST candidates applying for admission to Institute Seats as per respective State Government rules.

Community Certificate from Revenue
Authorities not less than the rank of Tahsildar is to be produced by SC/ST candidates requiring fee concession if any.

V. Eligibility for Admission
Admission to the Institute Seats will be done purely on academic merit based on the rank list of the All India PG Medical Entrance Examinations 2012 conducted by the AIIMS .
(a) Academic:
(i) Applicants should have passed the MBBS Degree from any of the Medical Colleges in India recognized by the Medical Council of India. Candidates who have completed Compulsory Rotating Resident Internship (C.R.R.I.) on or before 31.03.2012 are eligible to apply, but admission to the candidates will be given only after obtaining permanent registration from Indian/ State Medical Council.
No condonation of Compulsory Rotating Internship period will be accepted.
(ii) All candidates who seek admission to Institute Seats should have qualif ied in the All India PG Medical Entrance Examinations 2012 conducted by the AIIMS
(b) Nativity: Applicants should be Indian citizens
(c) Age: Upper age limit for candidates will be 35 years as on 31-03-2012.
(d) Candidates from outside Kerala should obtain Travancore-Cochin Medical Council registration within one month of admission, failing which their admission will be cancelled.
(e) Candidates with visual handicap, hearing disability and locomotor disability involving upper limb are not eligible for admission.


VI. Application procedure:
Application procedure is common for all candidates seeking admission to the Institute Seats in either course.
Candidate seeking admission shall download Prospectus, Application Form and Annexures from the website www.rcctvm.org


Application forms are to be downloaded and printed in colour using inkjet/laser printer on A4 size paper (print on one side only).
Forms must be filled up clearly using Blue/ Black Ballpoint Pen.
Paste recent passport size photograph in the space provided. The photograph must be
attested by the Principal of respective Medical College/ Gazetted Officer.
The passport size photographs (taken within the last three months) must be snapped
with front prof ile, showing full head, face, shoulder and with both ears and taken without wearing any Cap/Hat/Sun glasses. Polaroid photos are not accepted.
Please do not alter the form in any way.

Application fees should be paid by Demand Draft for Rs. 1500/- (Rs.750/- for SC/ST)
drawn in favour of „Director, Regional Cancer Centre.‟ Thiruvananthapuram payable
at State Bank of Travancore, Medical College Branch, Thiruvananthapuram or any of its service branches at Thiruvananthapuram.

Application fees will not be refunded under any circumstances.


The completed and signed Application form, Demand Draft and all supporting documents should reach the Director, Regional Cancer Centre, Medical College Campus, Thiruvananthapuram-695 011 by Registered/Speed post only latest by 3.30 pm on17-04-2012.


The envelope containing the application should be superscribed “APPLICATION FOR POST GRADUATE DEGREE COURSES 2012-13”.

Incomplete applications will be rejected and no correspondence in this regard will be entertained. Applications received after the last date will be rejected, and no grounds for delay including postal delay will be entertained.

Certificates / Documents to be attached along with the application form.
Self-attested copies of the following:
(i) MBBS Degree Certif icate.
(ii) Compulsory Rotating Internship Completion Certif icate.
(iii) Candidates who have just completed Internship/House surgeoncy on or before
31-03-2012 should enclose Certificate from the Principal of respective Medical
College certifying the same.
(iv) Permanent Medical Registration Certif icate.
Provisional Registration Certif icates will be accepted from candidates who have
just completed Internship on 31st March 2012.
(v) Statement of Qualifying rank in the All India PG Medical Entrance Examination
2012 issued by AIIMS.
(vi) Proof of Nationality (Passport, Voters ID, PAN Card, Certificate from Revenue
Authorities showing the candidate’s or either of the parent’s place of birth in
India. In case certif icate of parent’s birth is attached, corroborative certif icate to establish the relationship between the parent and candidate should be attached).
(vii) Age Proof (Birth Certif icate/ Secondary School Certif icate showing date of birth / Passport).
(viii) Community Certif icate in original for SC/ST candidates applying for fee
concession/waiver if admitted under merit seat.

VII. Rank list & Selection:
a) The Director of Regional Cancer Centre will prepare and publish the list of candidates
called for counseling to Institute Seats based on merit only. This merit list will
be based on the rank obtained in the All India PG Medical Entrance
Examinations 2012 conducted by the AIIMS
b) The number of candidates called for counseling will be four times the number of MD seats available.
c) The date of counseling will be published in the website www.rcctvm.org . No individual communication will be served to the candidates for appearing for the counseling. Candidates are advised to note the date and time of his/her appearance for the allotment from the website and must present themselves at least 30 minutes before the time scheduled.
d) Candidates who wish to attend the counseling are requested to go through the instructions, if any, in the website. Verif ication of the certificates will be done during counseling.
e) Admission Memo will be issued to the selected candidates. The candidate has to report on the date fixed by the Director. The candidates who get selection will have to remit the fees at the time of admission.
f) The Select List and Wait List published will be valid till 31st May 2012.
g) Candidates who do not turn up for the counseling as per schedule, at the place and time notif ied, will forfeit their chance for admission, and will not be considered for admission in future or arising vacancies, irrespective of the rank.
h) If a candidate is not able to attend the allotment process on genuine grounds, the parent/guardian, or any authorized person may act as a proxy at the risk of the
candidate, on production of authorization letter (Annexure). In such a case the
candidate has to report to the Director in person within one week or he/she will
forfeit his/her claim to the seat and the seat will be allotted to the next candidate in the merit/waiting list.
i) Fees will be collected in full at the time of admission. Fee has to be remitted in Cash or as Demand Draft drawn in favour of „Director, Regional Cancer Centre.‟
Thiruvananthapuram payable at State Bank of Travancore, Medical College Branch,
Thiruvananthapuram or any of its service branches at Thiruvananthapuram.
j) Fee remitted will not be refunded under any circumstances after 11.00 am on 31st
May 2012.
k) If the candidate changes from one to the other MD course in RCC on or before
11.00 am on 31st May 2012, the fees already paid will be adjusted to the new course.
l) Candidates who discontinue the course after 11.00 am on 31st May 2012 will
forfeit the fees paid and will be liable to pay Liquidated damages.
m) Any vacancy that may arise after the cut-off date for admissions prescribed by the
Government of India/Supreme Court, will be considered as lapsed and no allotment
will be made to these seats under any circumstance.

VIII. Documents to be produced at the ti me of Counseling
1. Admit card/Hall ticket of the All India PG Medical Entrance Examination 2012.
2. Original pass/Degree certif icate of the qualifying examination (MBBS Degree)
3. Original CRRI Certif icate.
4. Permanent Registration Certif icate from Indian/State Medical Council.
5. Original document to prove date of birth
6. Authorization letter as per Annexure and its photocopy, if a proxy is attending
allotment on behalf of the candidate.
7. Any other documents mentioned in the counseling notif ication/ Admission
Memo.

IX. Liquidated damages & Execution of Bond:
The candidates selected for the MD Courses have to execute a bond as in clause
(a) below in stamped paper (all pages of the bond should be in stamped paper) of the
value of Rs.200/- of Kerala stamp paper each at the time of joining the course to the effect that:
a) He/she shall not discontinue the MD Course after the period of final round allotments (i.e., 11.00 am on 31st May 2012). If a student discontinues the MD Course after this time he/she shall pay Rs. 17 lakhs (Rs. Seventeen lakhs only) as Liquidated damages and also the stipend /salary already received.
1. No admission shall be made without getting the bond as detailed above executed at
the time of joining. Format of bond will be available in the office of the Director/RCC web site.
2. The parents/guardians/husband/wife shall stand as sureties. The signature of the
candidate and the sureties have to be attested by a Gazetted officer of State/Central Government or Grama/Block/District/Panchayath President/ Municipal Chairperson/ Mayor or MLA/MP, by countersigning in the bond agreement as a witness.
3. The original certif icates after due verif ication will be kept in the safe custody of the Director, RCC. The certif icates so submitted will be released only after completion of the bonded service or in case of bond violation, after the liquidated damages are paid. If RCC is not in a position to offer a job within six months of completion of the course, the candidate will be absolved of the bonded obligation for serving RCC.


X. Duration, Date of joining:
The duration of the Postgraduate Degree courses including University Examination is
three years. For the purpose of reckoning the duration of the course, any candidate will be deemed to have joined the course on the date on which the candidate actually commences the academic programme as certif ied by the Director. This date should be given as the date of joining in the Post Graduate register maintained by the University.

Residents shall acquire a minimum of 80% attendance each year for promotion to next year. He/she will have to complete the total duration of the course before
being given the course certif icate.

All the 365 days of the year are working days for post graduate students. However, they will be permitted to avail casual leave for 20 days, but not more than 10 days at a stretch. Any other leave will entail extension of the course. Those who take leave without prior sanction are liable to be considered to be on unauthorized absence. If the Postgraduate Student is unauthorizedly absent for more than 10 days, he / she will be terminated from the course and liquidated damages will be realized. All PG students are eligible for weekly off for one day. This will be allowed by the Head of the Department concerned without affecting the routine functioning of the Department. Weekly off cannot be accumulated.

CMEs, workshops and other academic programmes conducted by recognized academic bodies are essential aspects of PG training programme. All PG students will be permitted to attend such programmes without affecting the routine working of the Department concerned. The Heads of Departments shall sanction leave–on-duty to PG students provided they apply prior to the CME programme and the Head of Department is convinced about the genuineness of the programme and utility of the particular course. The student on returning from the programme should submit attendance certif icate to the Head of the Department.

No Post Graduate student shall leave the country without prior sanction of the Director, RCC.

Any violation will be viewed seriously warranting termination of the course.


XI. Private Practice
Post Graduate students shall not engage in private practice of any sort during the course of study.

XII. General
All the candidates admitted to the MD courses at RCC (Institute and Government Seats) will be bound by all the rules and regulations formulated by the Director, RCC from time to time. Notwithstanding anything contained in the Prospectus,
Director RCC may at any time, on their own volition or otherwise after calling the records of the case, revise any order passed by a subordinate authority. This Prospectus is subject to modif ication/addition as may be considered necessary by the Director, RCC and issued as executive orders/notif ication.
