PURSUING PhD IN AGRICULTURE AND ALLIED SCIENCES AT AGRICULTURAL
UNIVERSITIES FOR 2013-14

NOTIFICATION

The Indian Council of Agricultural Research (ICAR) invites applications from Indian Nationals, in the prescribed format,
for ICAR’s 18th AIEEA-UG-2013 and AIEEA-PG-2013 on 100% seats at ICAR-Deemed-to-be-Universities (Bachelor
degree at NDRI, Karnal only while Master degree at IARI, IVRI, NDRI and CIFE), and on 15% seats for Bachelor degree and 25% seats for Master degree at State Agricultural Universities, Central Agricultural University Imphal, Central Universities with Agricultural Faculty (Banaras Hindu University, Viswa Bharati, Nagaland University and Aligarh Muslim University (for PG only) and SHIATS Allahabad for the academic session 2013-14. Bachelor Degree programmes (viz. B.Sc.Ag./B.Tech./B.F.Sc. etc.) are in the subjects of Agriculture, Horticulture, Fisheries, Forestry, Home Science, Sericulture, Biotechnology, Agricultural Engineering, Dairy Technology, Food Science, Agricultural Marketing & Co-operation (This examination does not include admission to Bachelor degree programmes in Veterinary
Sciences). Master Degree programmes are in the fields of Agriculture, Horticulture, Forestry, Agri. Engineering, Home
Science, Biotechnology, Physical Science, Social Sciences, Dairy Science, Fisheries Science, Veterinary Science and other allied sciences. Based on the results of AIEEA-UG-2013 examination, National Talent Scholarships (NTS) will be awarded to Bachelor degree students whereas based on the merit-rank in AIEEA-PG-2013 examination, 475 ICARJunior
Research Fellowships (JRF) will be awarded to Master degree students. Likewise, based on merit in All India Competitive Examination for SRF (PGS)-2013, 202 Senior Research Fellowships (SRF) for pursuing Ph.D. degree will be awarded in different disciplines.

The procedure for online application has been described in the respective examination Information Bulletins. For SRF
(PGS), the applications will be submitted ONLINE only. Applications for AIEEA-UG and PG can be submitted both
Online and Offline. For receiving application Online, a provision has been kept to deposit the application fee either
through (i) Bank challan of Syndicate Bank or (ii) credit/debit card using Payment Gateway of Syndicate Bank or (iii)
NEFT.

1. Dates of Examination:
UG : Saturday, the 20th April 2013 during 10:00 A.M. to 12:30 P.M.
PG : Sunday, the 21st April 2013 during 10:00 A.M. to 12:30 P.M.
SRF (PGS) : Sunday, the 21st April 2013
(Paper-I: 10:00 A.M. to 11:30 A.M.)
(Paper-II: 02:00 P.M. to 04:30 P.M.)
2. Sale of Information Bulletin/Application Form : 26th December 2012 to 15th February 2013
(SRF-PGS Information Bulletin and Application will be available only ONLINE)

3. Eligibility Criteria:
3.1. Age:
For AIEEA-UG-2013(UG Examination): Between 17 and 23 years as on 31st August 2013 (must have been born between 01.09.1990 to 01.09.1996). Upper age limit will be relaxable by 5 years in case of SC/ST/PH.
For AIEEA-PG-2013(PG Examination): Not less than 19 years as on 31st August 2013 (must not have been born after 01.09.1994).
For SRF-PGS-2013 : Between 21 and 30 years as on 21.04.2013, the date of examination.
Upper age limit will be relaxable by 5 years in case of SC/ST/PH and 3 years in case of OBC categories. For in-service candidates, as specified, maximum upper age limit will be 45 years.

3.2. Qualifying Examination:
3.2.1. For AIEEA-UG-2013:
Must have passed and obtained not less than 50% marks in aggregate for admission under General, UPS and OBC categories or 40% marks in aggregate for admission under SC, ST and PH categories in 10+2 examination or equivalent/Inter (Agriculture), with PCM/ PCB/ PCMB/ PCA/ PCH subject combinations. Candidate having a compartment/ supplementary in any of the subjects will not be eligible unless proof of having cleared the examination with requisite percentage is available. Candidate appearing for 10+2 examination can also apply but shall produce 10+2 pass certificate with required % marks at the time of counseling. Pass in English in 10+2 examination is essential for admission in some of the Universities.

3.2.2. For AIEEA-PG-2013:
Bachelor’s degree (or appearing in final year examination), in the field of Agriculture, Veterinary, Agricultural Engineering, Fisheries, Horticulture, Home Science, Sericulture, Dairy Technology, Forestry, Agri. Marketing and Cooperation, Food Science, Biotechnology, Basic and allied sciences under 10+2+5 or 10+2+4 years degree programmes (Few seats are also available for candidates having Bachelor degree with 10+2+3 year degree programme) with required Overall Grade Point Average (OGPA) of 6.60/10, 3.25/5, 2.60/4 for General, OBC and UPS categories whereas for SC/ST/Physically Handicapped (PH) categories, the said requirement is 5.60/10, 2.75/5, 2.20/4, respectively. In other cases, where grade-points are not awarded and only marks are awarded, the candidate must have secured at least 60% marks for General, OBC and UPS categories whereas for SC/ST/PH, the requirement is 50% marks (Equivalence between OGPA and % marks will not be acceptable). For admission in M.V.Sc. programmes, the candidate must have completed B.V.Sc./ B.V.Sc. & A.H. with Internship. The in-service candidates, seeking admission to ICAR-Deemed-to-be universities, should see the respective University’s website for further details.

3.2.3. For SRF-PGS-2013:
Indian Nationals, must have passed Master degree in the concerned discipline with a minimum of 55 percent marks or equivalent OGPA from any recognized university in India or abroad. For SC/ST and PH candidates, the minimum percent of marks will be relaxed by 5 percent or equivalent OGPA. The equivalence of OGPA to percent marks, where needed, will be certified by the Registrar of the concerned University and must be produced by the candidates. Candidates appearing in the final semester would also be eligible provided they complete the Post-Graduate degree in all respects by the date of examination and produce the degree completion certificate from the Registrar to this effect. The candidates who have already joined PhD and completed more than two years as on the date of examination, are not eligible to apply. The above conditions will also apply to in-service candidates.

4. Award of Scholarship/Fellowship
4.1. National Talent Scholarship (NTS) will be awarded to those candidates, selected through AIEEA-UG-2013 examination, who join an Agricultural University located outside their state of domicile.

4.2. ICAR-JRF(Post Graduate Studies): Based on the merit in the AIEEA-PG-2012 examination, about 475 ICARJunior Research Fellowships for Postgraduate Studies [ICAR-JRF(PGS)] in 20 major subject groups will be awarded for two years in Agricultural Universities including State Agricultural Universities, CAU and CUs with agriculture faculty, SHIATS Allahabad and ICAR-DUs, provided their Bachelor degree is not from the same AU (except NDRI, Karnal). That means JRF will be given to only those candidates who join the Master degree programme in the University other than from where he/she has obtained his/her Bachelor’s degree except at NDRI, Karnal where admissions for 100% seats are made on All India basis through ICAR Entrance Examination.
Candidates, currently studying for their Master’s degree in 1st year, can also appear in AIEEA-PG-2013 examination for securing ICAR-JRF (PGS). However, if a ICAR-JRF (PGS) holder seeks fresh admission, entire amount of fellowship received by him/her shall have to be refunded with interest and he/she will not be entitled for fresh ICAR-JRF(PGS).

4.3 ICAR-SRF (Post Graduate Studies):
Based on the merit in the All India Competitive Examination for Senior Research Fellowship, 202 Senior Research Fellowships (SRF) for pursuing Ph.D. degree will be awarded in different disciplines. The award of ICAR-SRF (PGS) can be availed within a period of one year from the date of issue of the award letter for seeking admission in Ph.D. programme in the qualifying subject at any Agricultural University (AU).

The fellowship will be tenable only for a period of three years at the University/Institute where Ph.D. programme consists of both course work and research. If already registered as full time Ph.D. Scholar, he/she should not have completed two years on the date of examination. The fellowship will NOT be available for admission in any university other than the State Agricultural Universities (SAUs), Deemed-tobe-Universities, viz. IARI (New Delhi)/IVRI (Izatnagar)/NDRI (Karnal)/CIFE (Mumbai)/SHIATS (Allahabad), Central Agricultural University (Imphal, Manipur), and Central Universities having faculty of agriculture, viz. Banaras Hindu University (BHU), Aligarh Muslim University (AMU), Viswa Bharati, and Nagaland University, herein-after referred to as the Agricultural Universities (AUs). Fellowship would be granted only when the candidate gets eventually admitted and pursues Ph. D. degree from an Agricultural University (AU) other than the Agricultural University (AU) of completing M. Sc./ M.V.Sc./ M.E./ M.Tech. degree, except for ICAR-Deemed-to-be-Universities. In case of in-service candidate, the fellowship would be admissible only if the awardee joins/has joined the University/Institute other than where he/she is working. In case of an in-service candidate, who is in receipt of full/partial leave salary from his/her parent organization, the amount of ICAR-SRF shall be limited to Rs. 3,000/- p.m. in addition to the research contingency as available to fresh candidates.

5. Reservation: 15% seats in all subjects are reserved for candidates belonging to Scheduled Castes (SC) and 7.5% for
Scheduled Tribes (ST). Horizontal reservation of 3% for Physically Handicapped (PH), and 2% for Under-Privileged States (UPS) category (for UG & PG only) is also available. Reservation for OBC in Central Educational Institutions/
Universities will be as per Government of India/ Hon'ble SC directives/ University rules. Reservation in PH and UPS categories will be horizontal across all categories, i.e. such candidates would draw their seat from the SC/ST/OBC/GEN categories to which they may belong.

SRF-PGS
For PH candidates, 3% reservation in ICAR SRF(PGS) will be horizontal across all categories, i.e. such candidates would draw SRF from the GEN/SC/ST category to which they belong.

6. Question Papers
6.1. Question Paper for AIEEA-UG-2013:
There will be only one question paper consisting of 180 multiple-choice objective type questions, in Physics, Chemistry and Biology (or Agriculture) for “STREAM–A” and Physics, Chemistry and Mathematics for “STREAM–B”. The question paper will be in ENGLISH and HINDI. For each incorrect answer, one mark will be deducted from the total score.

6.2. Question Paper for AIEEA-PG-2013:
There will be only one question paper in each major subject group consisting of 150 multiple-choice (MCQ), objective type questions, and also 10 cross-matching type questions. The question papers will be in ENGLISH only.

For each incorrect answer in MCQs, one mark will be deducted from the total score, while for each incorrect crossmatching type sub-question/pairing, 0.2 marks will be deducted from the total score.

6.3. Question Paper for SRF-PGS-2013:
There will be two papers in written examination, i.e. Paper – I & Paper – II. The question papers will be in ENGLISH
only.

Paper – I : This will be a composite paper on General Knowledge common for all subjects. The questions will be designed to test the ability of candidate’s awareness of the environment around him/her and its application to the society. It will contain questions on General Knowledge in Agriculture, Animal Husbandry, Dairying, Fisheries and Allied Sciences, etc. including current events and such matters of every day observation and experience as may be expected to be known to a research scholar. It will be of one and a half hour (90 minutes) duration having 100 objective type questions with multiple choice answers, for a total of 100 marks. The weightage of this paper will be 25%. There will be negative marking (–25%/–0.25 marks) for each wrong answer. The paper will be evaluated through computer scanning.

Paper – II: This paper will also be objective type having subject - specific multiple choice OMR based questions.
This paper will be of two and a half hours (150 minutes) duration, having a total of 200 objective type questions with multiple choice answers, for a total of 200 marks. These 200 questions in each major subject paper would generally cover questions from all the sub-subjects listed under each major subject. The weightage of this paper will be 50%.

The paper will be evaluated through computer scanning.
Cut-off percentage for Paper – I would be decided at the time of evaluation. No request for re-evaluation of papers will
be entertained. Paper – II of those candidates only will be evaluated who qualify in Paper – I. Merit criteria will include 75% weightage for the marks obtained in the written examination and 25% weightage for the past academic performance.

7. Cost of Information Bulletin with Application form:
AIEEA-UG-2013: ` 500/- for General, OBC and UPS categories and ` 250/- for S.C., S.T. and P.H. categories.
AIEEA-PG-2013: ` 600/- for General, OBC and UPS categories and ` 300/- for S.C., S.T. and P.H. categories
In addition, ` 25/- per Bulletin would be charged as handling charges plus service tax as applicable, in case of purchase
against cash, whereas ` 50/- per Bulletin should be added in the Bank Draft amount towards postal expenses, if requested to be sent by post from COE (Edn).

SRF(PGS)-2013: SRF-PGS Information Bulletin will be available only ONLINE at www.icar.org.in  from 26.12.2012
onwards and a fee of ` 1200/- for General/OBC and ` 600/- for SC/ST and P.H. categories shall have to be deposited through any of the three modes of payment, while submitting the application Online.

Sources for Availability of UG & PG Information Bulletin with Application Form:

A. The forms can be obtained by cash payment from Registrars of Agricultural Universities or from the specified branches of Syndicate Bank and also from eight ICAR Institutions by payment through Bank Draft from 26 December 2012 to 15 February 2013.

A. Information Bulletin with Application Form can also be obtained, in person, by depositing an account payee bank draft from any scheduled bank of amount mentioned above and from the sale counters at the following ICAR Institutions:

B. Candidates can also obtain Information Bulletin with Application Form by sending a written request (on plain paper) along with an Account Payee Bank draft of the amount specified at Sl. (7) above and also an unstamped self addressed envelope (size 30cm x 25cm). The request should be addressed to: “The Controller of Examination (Education), ICAR, Room No. 216, Krishi Anusandhan Bhavan-II, Pusa, New Delhi-110012."

No request for supply of Information Bulletin by post will be accepted after 10th February 2013.


C. Online Application Form & Information Bulletin: For Online application and downloading Information Bulletin

The A/c payee bank draft should be drawn in favour of “ICAR Unit-Education Division, ICAR, New Delhi” payable
at New Delhi” and candidate should write the details of his/ her name and address on the back of the Bank Draft. It
may be checked that the Bank Draft contains the name of the issuing bank and branch, signature of the issuing authority,
amount in words, date of draft etc. clearly. In no case, ICAR will be held responsible for non-receipt of the application
and bank draft or delay in postage. Application Form must be sent in original and duly completed in all respect. Photo/
Fax copies of Application and Application on Specimen copy of the Form shall not be considered.

Incomplete/Unsigned/Mutilated Application Form or/Form without Photograph/with unclear Photograph/Form having
overwriting/without requisite fee amount or amount lesser than prescribed fee shall be rejected and no correspondence in
this regard shall be entertained. General /OBC/UPS category candidate applying on Form meant for SC/ ST/PH category
shall be summarily rejected. The candidate is advised to retain (i) a photocopy of the filled-in OMR Application form
(offline applications)/Computer generated confirmation page (online application) (iii) Candidate copy of Admit Card (iv)
proof of payment of application fee and (v) receipt of the Speed/ Registered Post.

The last date for the receipt of Applications in the office of “Controller of Examinations (Education), ICAR, Room No. 216, Krishi Anusandhan Bhavan-II, Pusa, New Delhi–110012" for UG, PG and SRF (PGS) examinations is 15th Feb., 2013. However, for UG and PG candidates belonging to certain remote areas like NE Region, J&K, Lahaul & Spiti
district and Pangi Sub-division of Chamba district of H. P., A&N Island and Lakshadweep, the last date of receipt of
applications, both through offline and online mode (hard copy of the computer generated confirmation page of  application) will be 22nd February, 2013. The last date to receive the hard copy of the computer generated confirmation
page of application form from SRF (PGS) candidates from remote areas will also be 22nd Feb., 2013. Applications received after the last date shall be rejected and Education Division, ICAR will not be responsible for non-receipt of
applications within the time schedule due to postal delay or any other reasons. It is the sole responsibility of the candidate
to check his/her eligibility for admission before applying. ICAR will not be held responsible for refusing admission to any non-eligible candidate at the time of Counseling (UG and PG) or later. All disputes relating to the conduct of these examinations or any matter connected with this advertisement shall be in the jurisdiction of DELHI COURT only.

The candidates are advised to be vigilant about the announcements on the ICAR website as the ICAR would not be held responsible for non-receipt of any information by post or otherwise.
