Part-time Post Graduate Certificate Course on Urban Management and Planning
(Duration: Six Months) 

An Overview of the Course 
I. Scope and Objective of the Course The 74-th Constitution Amendment Act of  India has assigned the function of Urban Planning to the urban local bodies; and urban planning includes socio-economic  planning, which goes beyond the conventional Town Planning Exercise. In  this context there is a growing need for knowledge and expertise in urban management and planning, particularly for  its socio-economic components. The  objective of the course is to impart the basic training in urban management and  planning in a developing country like  India.  


II. Course Content
(Total Marks 300: 6-modules, each of 50 marks) 
1.Urbanisation and urban development  Concepts and definition of urban; Basics of  urban economics-location, land and labour;  Urban economy - industry, tertiary sector,  informal sector; Urbanisation- forces, trends and patterns; Rural-urban linkage and  migration; Urban system- global and national  perspective 
2.Urban governance and management  
Urban Governance-evolution of local selfgovernment in India; Institutional & legal arrangements following 74th  Constitution  Amendment Act; Stakeholders in urban  governance, good urban governance and  Millennium Development Goals; Management of urban facilities, trans-municipal facilities; Participatory urban management;  Human resource management; Information  management & Geographical Information System (GIS); Governance in peri-urban and fringe areas 
3. Urban Finance and Accounts
Urban finance: Basic concepts, issues and problems; Revenue sources- property taxes,  other taxes; Grants – tied and untied; Financing urban infrastructure development -  sources of capital funds, municipal bonds and  capital market – development expenditure vs.  maintenance expenditure; Municipal Accounting System- changing dimensionsdouble entry bookkeeping; Municipal  budgets; State Finance Commission  
4. Urban Planning 
Urban planning: Basic analytical issues and  concepts, inter-linkages between different dimensions of planning; Urban Planning Scenario: A historical perspective; Urban  Physical Planning- planning for infrastructure; Urban Economic Development Planning; Urban Social Planning; Urban  planning -database and information system; Urban Planning-Case studies (on Planning  Documents and Planning experience) 
5. Urban Valuation  
Urban planning and management vis-a-vis  valuation issues; Real estate valuation and  urban management; Cost and pricing of urban infrastructure services; Methods of Valuation  of environmental resource and services; Impact Assessment Analysis – EIA and SIA. 
6. Project 
Briefing about Project work and methodology; Briefing on how to write the  project report; Actual Project work based on 2 primary information on any topic related to  urban management and urban planning  

Time-span, time schedule, & class hours  
• Course will span over six months starting from June (normally) every  year. 
• It will be divided into three two  months unit – taking two modules  at a time. 
• It is a part time course, classes will be normally held on Saturdays  from (11 to 5.PM)  
• In each unit two modules will be covered. Each module will carry 50  marks. The course material for each unit will be given at the beginning.  
• For each module there will be lectures/ seminars/ interactive  sessions/ group discussion and  learning-by-doing assignments. 
• In addition the course includes field visits to Urban Local Bodies  and urban facilities   

Evaluation System 
• At the end of every two months, on  every module covered other than  the project, there will be an evaluation based on objective type  questions. 
• The project will be evaluated for 50 marks of which 30 marks for  writing and 20 marks for viva. 
• All evaluation to be done by the participating resource persons.  
• Candidates will be awarded certificates with grade on the  successful completion of the  course:

Admission:   
Eligibility:  
A Graduate Degree
- preferably in social sciences (Economics, Geography, Political Science, Sociology),  in Commerce, in Town Planning or Engineering.  

Procedure:  
Admission will be based on academic records and interview.  
No of seats: 20

Course fee:   
Rs 8500 per student (to be paid in two installments: Rs.5000 at the time of  admission and Rs.3500 in the third month). [Likely to be revised]  

Fees are to be paid by demand draft  payable at Kolkata in favour of  Urban  Management and Planning Course. 

Application fee:  
Rs. 100 (non-refundable) to be paid at the time of collection of application  form.

Interview on: July 5-6, 2012  at 12 noon
