IIT Madras invites applications for Humanities and Social Sciences Entrance Examination (HSEE-2009) for admission to the Five year Integrated Masters Programme leading to M.A degree in any of the three disciplines, viz., Development Studies, Economics and English Studies.
The Department of Humanities and Social Sciences (HSS) is one of the earliest departments established at IITM. The Department is essentially multi-disciplinary in nature and has reputed faculty from diverse disciplines such as Economics, English, Philosophy, Sociology, History, and German Studies. The Department has been offering doctoral programmes in humanities and social sciences and elective courses to the undergraduate and post-graduate programmes of the Institute.
From the academic year 2006-07, the Department has started a unique and innovative five year integrated master's programme, leading to Master of Arts (M.A.) degree in three disciplines viz., Development Studies, Economics and English Studies. With the launch of this programme, the Indian Institute of Technology Madras has crossed a milestone in fulfilling its role in higher education in liberal arts and social sciences in the country. This has opened up newer avenues for highly motivated students to enter the portals of the Institute.

ELIGIBILITY:
Qualifying Examinations: Candidates applying for HSEE-2009 should have either completed or be appearing in 2009 in any one of the following qualifying examinations:
The final examination of the 10+2 system, conducted by any recognized Central/State Board, such as Central Board of Secondary Education, New Delhi; Council for Indian School Certificate Examination, New Delhi; etc. Intermediate or two-year Pre-University Examination conducted by a recognized Board/ University. Final Examination of the two-year course of the Joint Services Wing of the National Defence Academy. General Certificate Education (GCE) Examination (London/Cambridge/Sri Lanka) at the Advanced (A) level. High School Certificate Examination of the Cambridge University. Any Public School/Board/University Examination in India or in any foreign country recognized by the Association of Indian Universities as equivalent to 10+2 system. H.S.C. Vocational Examination.
Senior Secondary School Examination conducted by the National Open School with a minimum of five subjects.
In case the relevant qualifying examination is not a public examination, the candidate must have passed at least one public (Board or Pre-University) examination at an earlier level.
Eligibility Criteria for Candidates: The candidates belonging to the general category must secure a minimum of 60% marks in aggregate in their qualifying examination. Candidates belonging to SC, ST and PD categories must secure a minimum of 55% in aggregate in the qualifying examination. If any Board awards only letter grades without providing an equivalent percentage of marks on the grade sheet, the candidate should obtain a certificate from the Board specifying equivalent marks, and submit it at the time of joining. In case, such a certificate is not provided by the candidate, the decision of the HSEE Admission Committee regarding his/her eligibility shall be final.
Important Notes:
i) All provisional admissions to candidates will stand cancelled, if the proof of having passed the qualifying examination, as per the eligibility criteria specified in section is not submitted to the Institute latest by September 30, 2009.
ii) All admissions will be subject to verification of facts from the original certificates/documents of the candidates. If an applicant is found ineligible at a later date even after admission, his/her admission will be cancelled. The decision of the HSEE Admission Committee regarding the eligibility of any applicant shall be final.
Date of Birth: Only those candidates, whose date of birth falls on or after October 01, 1984, are eligible for HSEE-2009. However, in the case of SC, ST and PD candidates, upper age limit is relaxed by 5 years, i.e., such candidates, who were born on or after October 01, 1979, are eligible. Only the date of birth as recorded in the High School (10th STD.)/First Board/Pre-University Certificate will be taken as authentic. Candidates must produce a copy of this certificate along with the completed Application Form as a proof of their age. At the time of admission, the original certificate has to be produced failing which they will be disqualified.
Physical Fitness: All qualified candidates will have to submit a Physical Fitness certificate from a Registered Medical Practitioner in the prescribed format that will be made available to them along with offer of admission letter. They will be admitted only if they are physically fit for pursuing a course of study at this Institute.
Examination Centers: Bangalore, Chennai, Coimbatore, Hyderabad, Kochi, Kolkatta, Mumbai and New Delhi.
RESERVATION OF SEATS:
SC/ST Candidates: 15% and 7.5% seats are reserved for candidates belonging to SC and ST categories, respectively. Candidates belonging to these categories will be admitted on the basis of relaxed criteria [compared to general category (GE) candidates].
SC and ST candidates should produce original caste/tribe certificate issued by a competent authority at the time of joining failing which they will not be considered for admission. While submitting the completed application, the candidate needs to enclose only an attested copy of the certificate. Seats remaining vacant in these categories shall not be filled by candidates belonging to any other category. ( Appendix-I : SC/ST Certificate )
Persons with Disabilities (PD): 3% of seats are reserved for PD (including leprosy-cured) candidates, as specified by the Government of India, who are otherwise fit to pursue the course and qualify HSEE with relaxed norms relevant to this category. For any category of disability (viz., locomotor, visual, speech and hearing), benefit would be given to those candidates who have at least 40% permanent physical impairment in relation to a body part / system / extremity / extremities / whole body etc. The candidates in this category will be required to be certified by a Medical Board of the Institute.
The Medical Board will decide the following:
Whether the candidate qualifies for the benefits under this category and
Whether the disability is likely to interfere in his/her studies.
The decision of the Medical Board shall be final.
OBC candidates:
For OBC candidates belonging to non-creamy layer, 18% of total number of seats are reserved. OBC candidates belonging to non-creamy layer will be required to produce the original certificate issued on or after January 1, 2009 by a competent authority in the Appendix-II/OBC Certificate. The certificates must be produced at the time of counselling, failing which they will be treated as belonging to the General (GE) category.
Reservation for OBC candidates, if any, would be communicated through newspaper advertisement / HSEE website as and when the Government order for the same is issued.
HOW TO APPLY:
One can apply for HSEE2009 either through "Online mode" or "Online assisted mode". The procedure is given below.
Online mode: For applying Online you must have the following:
Access to a computer with internet connection and a printer. Further you must be able to pay the examination fees 'Online'. For this you or your father/guardian must have access to any of the following credit or debit cards: Axis Bank; HDFC Bank; Citi Bank; ICICI Bank
Master Card, Visa card, Diners club, net banking facilities of Axis Bank, HDFC Bank, Citibank along with Oxicash, ITZ Cash card, etc. Many of the well known bank's credit cards will let one do this.
One can login into the site http://hsee.iitm.ac.in and select from the menu 'Online mode' and follow the instructions as given in the site. One can enter all data as per instructions and pay the examination fees by giving the details of the credit or debit card you have in a secure way.
Then one has to take a print out of the application form after carefully filling all the data asked for and affix his/her passport size photo at the appropriate place.
In addition, the declaration form must be signed by both the candidate and his/her parent or guardian.
The application is complete only when we receive the photograph and the declaration form duly signed. Hence the filled application form must be printed and attached with the attested copies of the certificates in an A4 size envelope and must be posted (Speed post or Registered post) to the following address:

Online Assisted Mode: If you do not have access to computers and/or any credit card or bank account then you can do the following:
Information brochure and application form can be obtained on payment of Rs.50/- from any branch of Union Bank of India, Indian Bank, and Eduquity Offices.
Fill the application form with the relevant data asked for and affix a recent passport size photograph. Sign the declaration at the end of the form and get the signature of your parent or guardian as indicated in the form.
Go to any designated branch of Union Bank of India or Indian Bank or nearest office of Eduquity (see the list in Appendix A)with the following:
Application form and duly filled in with photo signatures.
Attested copies of (i) Age proof (Xth or XII standard certificate); (ii) the caste certificate (if appropriate);
Originals of the certificates mentioned above for verification.
The required cash for paying the examination fees.
At the specified branch office there will be a counter with an officer who will receive the documents on our behalf. Submit the forms mentioned above and it might take a few minutes to enter the data 'Online' for the person at the counter. Once it is over, the officer will receive the cash and give you a receipt which is an acknowledgment for the application and also for the cash received.
This completes the procedure of submitting the application form through 'Online assisted' mode.
