Fellowships for Doctoral Work in Criminology and Police Science, Bureau of Police Research and Development New Delhi

Bureau of Police Research & Development, New Delhi  under the Ministry of Home Affairs, invited applications from Indian Nationals for the award of 12 fellowships for Doctoral Work in Criminology and Police Science. The fellowships are for three years payable through the institution where the fellow is registered for Ph.D course work.

The purpose for sponsoring the GOI Fellowship by BPR&D is to encourage and foster Doctoral Research work in the field of Criminology, Correctional Administration and Police Sciences.

NUMBER, DURATION & VALUE OF FELLOWSHIP:
i) Maximum 12 Fellowships shall be awarded every year.
ii) The fellowship shall normally be tenable for 3 years (36 months) from the date of award. As per UGC, the minimum time limit for submission of thesis shall be 3 years from the date of registration of actual Ph.D. work and maximum 6 years (including 1 or 2 semesters of course work). However, after three years, extension can be granted on annual basis with due recommendations of the ‘Supervisor’ duly forwarded by the Registrar of the University. After stipulated time of six years from the registration, if a candidate applies for further extension for submission of thesis, the Director General, BPR&D may consider such extension as a special case on the basis of the recommendations given by Academic Council of the University through Vice Chancellor.
iii) The fellowship shall be disbursed on half yearly basis.
iv) Each Fellowship shall be of Rs 8,000/- (Rs. Eight thousand only) per month for the first two years and Rs 9,000/- (Rs. Nine thousand only) per month for the third year. The enhancement of fellowship for third year will be based on the evaluation of the work done by the Supervisor and HOD of the research fellow. However, a committee consisting of Director (Research), Deputy Director (Research), and a member nominated by the DG, BPR&D shall also go through the progress of the research work for evaluation and recommend for continuation of the fellowship or otherwise. In case the work for the first two years is not found satisfactory, enhanced fellowship shall not be given.
v) An yearly Contingency Grant of Rs 10,000/- (Rs. Ten thousand only) shall be sanctioned to each fellow. As per UGC, it will be subjected to submission of original bills/ vouchers duly certified by the supervisor and forwarded through the office of the Registrar.
vi) An yearly Departmental Assistance of Rs 3,000/- (Rs. Three thousand only) shall be paid to the department in which the fellow is registered for the Ph.D. for providing infrastructural facilities.

ELIGIBILITY:
i) As per UGC, the upper age limit for General and OBC candidates shall be 28 years as on 01-07-2014 (upper age limit may be relaxed up to 5 years in case of candidates belonging to SC/ST and female applicants). Three years’ relaxation in age will be permissible to the candidates possessing LL.M. Degree. Total age relaxation on the above ground(s) shall not exceed five years under any circumstances.
ii) As per UGC, candidate must possess Master’s Degree with not less than 55% marks for General and OBC (50% for SC/ST candidates) in Criminology, Police Sciences, Sociology, Social Work, Psychology, Social Anthropology, Public Administration, Political Science, Law, Police Administration and other Social Sciences.
iii) The research fellow should register for Ph.D. Degree in one of the titles preferably identified by BPR&D under the guidance of a Supervisor.
iv) The registration of the Research Fellow for Ph.D. degree in Institute/ Department/ University/ College should be under UGC (minimum Standards and Procedures for award of M.Phil/ Ph.D. degree), Regulation 2009.

DESIRABLE:
 NET or SLET examination passed, conducted by UGC or State Govt. shall be an added advantage for candidates as per University Grants Commission (minimum standards and procedure for award of M. Phil/ Ph.D. Degree), Regulation 2009.

APPLICATIONS:
 The applications shall be invited through advertisement in the leading newspapers/official website of BPR&D (www.bprd.nic.in).  Applications for award will be submitted on the prescribed pro-forma (Appendix- A)only, duly completed by the candidate along with required enclosures to, the Director General, BPR&D, Ministry of Home Affairs, Govt. of India, Block No. 11, 3rd/4th Floor, CGO Complex, Lodhi Road, New Delhi-110003 on or before the prescribed date. The candidates already registered in any University or Government Institutions should apply through proper channel.

DOCUMENTS TO ENCLOSE WITH THE APPLICATION:
i) Certified copy of the Matriculation or School leaving Certificate for age verification for
applicants born before 26.01.1989 and birth certificate issued by the competent government authority for applicants born on or after 26.01.1989.
ii) Self-attested copies of all the degrees, along with their respective mark sheets.
iii) Certified Copy of Caste certificate issued by the competent authority, in case of reservation sought.
iv) Certificate of receipt of grant from the UGC/ Central Govt./ State Govt. for the institution where the fellow is registered for Ph. D. should be enclosed with due attestation by the Registrar (Appendix- B).  http://www.bprd.nic.in/showfile.asp?lid=1281

PLACE OF STUDY:
 Fellowship in Criminology and Police Science are tenable, at any of the Indian Universities receiving grants from UGC or Central or State Governments where disciplines as mentioned in Eligibility rule 4 (ii) above are being offered for Postgraduate/ Undergraduate/ Diploma Courses wholly or partially or any of the autonomous Organization/Institution of Central/State Govt.

SELECTION PROCEDURE:
i) Shortlisted candidates will be called for a presentation before the Fellowship
Award Committee chaired by Director General, BPR&D at BPR&D HQ, New Delhi. In accordance with the recommendations of the Committee, a merit list shall be drawn for selection with the approval of DG, BPR&D. The decision of the Committee in regard to the selection of candidates or rejection of candidates will be final and binding to all. No TA/ DA shall be provided for attending the presentation.
ii) The result will be declared on the official website of BPR&D for information of candidates.
iii) All the selected candidates shall be called at BPR&D HQ for an orientation programme for one day, so that they may acquaint themselves with the total process of record maintenance and other formalities regarding fund release etc. Selected candidates shall have to make their own arrangements for stay of one day and no TA/ DA will be provided for this purpose.

CONDITION OF AWARD:
i) Research Fellows shall be required to do full time research work. No subsequent change in research topic/area shall be permitted without the prior approval of the DG, BPR&D, failing which the fellowship shall be terminated.
ii) Research Fellows shall submit a certificate issued by the competent authority of the university that the registration for Ph.D. in the university is as per University Grants Commission (minimum standards and procedure for award of M. Phil/ Ph.D. Degree), Regulation 2009.
iii) Research Fellows shall not directly or indirectly carry on any trade, business or accept/hold any appointment paid or otherwise during the period of fellowship.
iv) Research Fellows shall be required to submit half yearly progress report and a comprehensive annual progress report on the research work done through their Supervisor and HOD to the Director General, BPR&D, New Delhi.
v) If Research Fellow discontinues the work before the completion of the fellowship period, it should be intimated to BPR&D by Supervisor/ Registrar/ HOD immediately.
vi) The fellowship can be discontinue at any time, on the grounds if the Research Fellow fails to submit progress of research work at regular interval or if progress of the fellow is considered unsatisfactory.
vii) After submission of thesis to the University, fellow should submit the receipt, issued by the University authority along with a copy of thesis, to BPR&D.
viii) After award of the Ph.D. degree, Research Fellow will submit two hard copies of final
thesis with executive summary and a soft copy (in MS word and pdf form) to DG, BPR&D.

PAYMENT:
i) The fellowship will be payable from the date, Research Fellow joins the GOI Fellowship. It shall be paid on half yearly installment basis to the concerned Institution/ Department/ University/ College who will disburse the amount to the fellow and shall maintain accounts accordingly.
ii) The first payment will be made after receipt of the joining report of the Research Fellow along with other necessary documents as mentioned in the award letter through the Supervisor. Subsequent payment will be made after receipt of the progress report of the research fellow.
iii) The last installment of the fellowship shall be released after the receipt of provisional Ph.D. degree, two hard copies of final thesis with executive summary, a soft copy (in MS word and pdf form), and statement of account of the total amount released and to be released, with certified original bills and vouchers related with contingency grant, so that the remaining balance shall be reimbursed as final installment. This information should be submitted through the Registrar or the Finance Officer of the concerned Institution.
iv) The payment of TA/DA and purchase of stationery from the contingency grant will be made in accordance with the rules of the concerned Institution/ Department/ University/ College.
v) The head of the Institution/ Department/ University/ College shall be responsible for the proper utilization of the funds by the scholar under the rules prevailing in the concerned Institution/ Department/ University/ College.
vi) All disputes shall be subjected to the jurisdiction of NCT Delhi Court.

LEAVE:
Leave will be subjected to the Ordinance passed by the respective Universities.

The written result of the Combined Geo-Scientist and Geologist Examination, 2014 has been declared by the Commission and the same is available on the Commission's website http://www.upsc.gov.in. It is informed that all the written qualified candidates are required to fill up and submit the Detailed Application Form (DAF) ONLINE followed by sending of ink signed copy of the printout of DAF along with their photographs and all relevant documents to the Commission. The DAF shall be available on the Commission's website from 25-09-2014 to 10-10-2014 till 11.59 P.M. Important Instructions for filling up and submitting the ONLINE DAF are also available on the website along with the Rules of Combined Geo-Scientist and Geologist Examination, 2014. The last date for the receipt of printed copy of DAF (ink signed) along with relevant documents is 15-10-2014. In the event of non-receipt of ink signed copy of DAF. the candidature will be cancelled without any further notice. The candidates are also required to bring a printed copy of the DAF duly signed (by the candidate) along with original documents and a photocopy each thereof at the time of interview. The Candidates must also check before hand their certificates in accordance with .the important instructions available on the website of the Commission with regard to the certificates that are required to be produced at the time of Interview. The candidates will be solely responsible for not producing sufficient proof in support of his/her age, date of birth, educational qualification, caste (SC/ST/OBC) and physical disability status. The Associateship is tenable in Research Institution/ Universities including non-profit R&D Institutions within India. The Associateships are awarded under a program sponsored by the Department of Biotechnology, Ministry of Science and Technology, Government of India.


ABOUT DBT
Government of India, Ministry of Science and Technology established the Department of Biotechnology in the year 1986 to give a new impetus to the development of the field of modern biology and biotechnology in India. In the last sixteen years of its existence the Department has promoted and accelerated the pace of development of biotechnology in the country. Through several R & D projects, demonstrations and creation of infrastructural facilities a clear visible impact of this field has been seen. The Department has made significant achievements in the growth and application of biotechnology in the broad areas of agriculture, health care, animal sciences, environment, and industry. The following are the mandates of the Department:
Support R & D and manufacturing in Biological
Identify and setup Centres of Excellence for R & D
Promote large scale use of Biotechnology
Integrated Programme for Human Resource Development
Establishment of Infrastructure
Facilities to support R & D and production
Serve as nodal point for the collection and dissemination of information relating to biotechnology

ABOUT THE FELLOWSHIP PROGRAMME
The Department of Biotechnology has introduced the aforesaid program. The Secretary, DBT requested Indian Institute of Science, Bangalore to co-ordinate and administer the implementation of the said programme. The Institute is successfully getting it done through the Society for Innovation and Development. The programme got started from December 2000 at a total project cost of Rs. 465.00 lakhs. The programme is intended only for Indian citizens. The purpose of the fellowship programme is to train scientists in frontier areas of research in Biotechnology at such institutions in India which are engaged in major biotechnological research activities. 

ELIGIBILITY
The applicants should hold a Ph.D. degree in Science, Engineering or M.D. or M.S. degree in any area of medicine with research interests in Biotechnology and Life Sciences and a good academic record. Those who have already submitted the Ph.D./M.D./M.S., thesis are also eligible to apply. The applicants should preferably be below the age of 40 years, and 45 years in case of women candidates. Persons already employed are also eligible to apply. However, their applications should be routed through their employers. 

PERIOD OF FELLOWSHIP
The fellowship is awarded for a period of two years. However, in exceptional cases, based on the progress of research, and overall importance of the project of the Fellows, the fellowship may be extended upto 5 years. The evaluation and recommendation for the extension of the fellowship will be made by the host institution as per their internal guidelines. 

The award of fellowships will normally start from 1st April or 1st October in a Calendar year. Accordingly, the selection of Fellows will be made twice a year. 

NUMBER OF FELLOWSHIPS
Up to 75 Fellowships would be awarded every year. Depending on the success and utility of the programme, the number of fellowships to be awarded per year would be revised. 

DETAILS OF THE AWARD
The Postdoctoral fellowship is a purely temporary assignment and is tenable for a period of 2 years. In exceptional cases, depending upon the progress of the research, the fellowship may be extended upto 5 years. Each fellow would be entitled to a stipend in the range of Rs. 22,000 - 24,000 per month and a research contingency grant of Rs. 50,000 per year, payable to the host institution. Candidates who are yet to be awarded the Ph.D./M.D./M.S degree, if selected, will be paid Rs. 18,000/- per month till the award of the degree. The fellows would also be entitled to HRA and other benefits as per the DST guidelines applicable to research fellowship/associateships. The fellowships cannot be availed at the same institution where the candidates have earned their Ph.D./M.D. degree. Candidates who are already in regular employment cannot avail the fellowship at their host institutions. However, there will be no restriction on them to receive the salary and other benefits while availing the fellowship in institutions other than their parent institutions. 

MODE OF APPLICATION
Candidates may submit their application on plain paper along with bio-data, list of publications (attach reprints of 2 important papers), copies of certificates (B.Sc., M.Sc., Ph.D./M.D.), one page synopsis of Ph.D./M.D. thesis, 2 letters of recommendation (academic). The applicant is advised to propose his/her place of work, name of the supervisor, enclose one page synopsis of proposed research which must be compatible with the on-going research of the proposed supervisor, and his/her consent, for availing the fellowship. They should also enclose a declaration stating that if selected for the fellowship, he/she will complete the tenure of the fellowship. However, they may be allowed to relinquish the fellowship only if accepting permanent employment in India. Those who had applied previously need not apply. 

MODE OF SELECTION
The candidates will be selected based on their C.V. and performance in the interview. The interview will be held at the Indian Institute of Science, Bangalore and candidates called for interview will be paid II class railway (non-AC)/bus fare by the shortest route from their home town. If the candidate accepts the fellowship, he/she must join the host Institution/University within a month's time.
