VNC/MFC (Vessel Navigator and Marine Fitter Trades) Admission Notice 2015

The Central Institute of Fisheries Nautical & Engineering Training (CIFNET) at Kochi/Chennai/ Visakhapatnam offers career training to candidates in Vessel Navigator and Marine Fitter Trades which have been introduced by Directorate General of Employment & Training, Ministry of Labour, New Delhi under Craftsman Training Scheme of NCVT. The training courses of 24 months duration include basic practical training on board fishing vessels out at sea. The courses are scheduled to be commenced from 1st August 2015.

Applications in the prescribed form are invited from eligible candidates for admission to the above courses through entrance examination to be held on 20th June 2015 at Kochi, Chennai, Visakhapatnam, Kolkota, Delhi, Bhubaneswar & Bombay. If sufficient candidates are not available in particular centre, the next nearest centre will be allotted for appearing Entrance examination. Further, the selected candidates will be paid Rs.1500/- (One thousand five hundred) per month as stipend.

Qualification:
(i) Essential: Pass in 10th Standard (SSLC) or equivalent examination with 50% in Maths and Science separately. The candidates who are appearing 10th Examination during March 2015 are also eligible to apply. However the selection will be made only through marks obtained in 10th and Entrance examination.

(ii) Desirable: One year fishing experience. (iii) Age: 16 to 20 years as on 1st August 2015 candidates born between 02.08.95and 02.08.99 (both days inclusive) are only eligible to apply. Upper age limit is relaxable to Scheduled Caste/Scheduled Tribe candidates by 5 years.

Central Institute of Fisheries, Nautical & Engineering Training (CIFNET), erstwhile Central Institute of Fisheries Operatives (CIFO), was established in 1963 at Kochi to meet the trained manpower needs of ocean going fishing vessels and that of fishing industry, by the Govt. of India. Subsequently two units of CIFNET were established, at Chennai, Visakhapatnam in 1968 and 1981 respectively, for meeting the additional requirement of manpower necessitated by the expansion of marine fishing industry with large number of fishing vessels in their fleet. The name was later upgraded consistent with its functions as ‘Central Institute of Fisheries Nautical & Engineering Training’ (CIFNET). CIFNET is the only national institute of its kind in the country to meet the training requirements of technical and certified personnel such as Skippers, Mates, Engineers, Engine Drivers of ocean-going fishing vessels as stipulated in the Merchant Shipping (Amendment) Act. 1987. CIFNET is also responsible for developing the required technical manpower for supporting shore establishments.

The key objectives of the Institute are:  To create technical manpower for the operation of Ocean going· fishing vessels  To create trained manpower to manage fishery establishments·  To provide training for technical teachers of Maritime States and· Union Territories for manning their fishermen training centres  To assist developing nations in the South-east Asia, Middle-east· and African regions to create technical manpower for development of Marine Fisheries sector  To provide technical consultancy service in all its related matters· with special reference to technical manpower requirements.

The B.F.Sc.(N.S.) course offered by CIFNET is a 4-year (8 Semester) programme mainly concerned with study of fish capturing techniques, nautical science and operation of fishing vessels. This programme has an exhaustive curriculum designed to provide profound practical knowledge on various aspects of the fishing and nautical sciences. This Degree course is affiliated to Cochin University of Science and Technology, Kochi. This course will be converted into a Residential course in due course. This 4-year programme will be producing a new generation of experts in the fishing field who will be able to take up any challenges in the operation of fishing vessels and related research & academic spheres with confidence. The candidate who have successfully passed this degree and the basic modular courses with required sea experience are exempted from all written papers and directly (without Post-Sea courses) appear for the Mate Fishing Vessel oral examination leading to the issuance of Certificate of competency as Mate of a fishing vessel.

Mode of study Theory - The theory papers will be handled by well experienced faculties of the Institute who have proven practical track records in their field of study. The classes will be handled with modern teaching aids like Multi-media, Internet, Overhead projectors, live models etc.

Practical The curriculum is framed with special emphasis on practical aspects in Nautical science, Fishery Biology, Fishing Craft Technology, Fishing Gear etc. Practical exposure will be given to the students in the well established laboratories.

On-board training The speciality of this 4-year Degree programme is the component of on board practical training given to the students during the course of study. The onboard practical training will be an opportunity to students to get acquainted with the operation, management and maintenance of the vessel which is the unique nature of this course.

Eligibility Criteria Entry Qualification : 10 + 2 with 50% marks in Maths and 50% aggregate marks in other science subjects and also minimum 50% marks in English either in 10th or +2 std. In the case of SC/ST students only a pass is required in the qualifying examination with the above subjects.

Age limit : Maximum: 20 years as on 1st October of respective year

Vision : In case the candidate wish to take up the career on sea/vessel he/she should pass the prescribed eye test conducted by Mercantile Marine Department before admission.

Mode of selection
Admission through CET: Based on Common Entrance Test (conducted by CIFNET at Kochi), Academic performance in qualifying examination and interview.

Common Entrance Test (CET)
All applicants (except students sponsored by NRI & Foreign Nationals) who wish to undergo this B.F.Sc.(N.S.) programme with CIFNET have to appear for a Common Entrance Test at CIFNET, Fine Arts Avenue, Kochi -16. The Common Entrance Test will be of objective type, which covers the topics of Maths, Physics, Chemistry, Biology and English language. For each correct answer, 1 mark will be awarded and for every wrong answer, 0.25 mark will be deducted.


Hostel Facilities
Boys hostel : Hostel facility within the campus will be provided according to the availability only.
Girls hostel : Not available.

Common Entrance Examination for admission to VNC/MFC
Date & Time of Entrance Exam. : 20th June, 2015(Saturday) at 1000 hrs.

The Institute has been conducting two trade courses viz. Vessel Navigator & Marine Fitter Course of 2 years duration, which is formulated under Craftman Training scheme of NCVT, New Delhi since 2006. These two trades are started with the view of producing practical Trades man in the Marine Sector and manpower for the Deck side and Engine side of the fishing vessel The successful candidates, after obtaining requisite sea service will become competent to appear the respective competency examinations conducted by the Mercantile Marine Department, Director General of Shipping, Ministry of Shipping, Govt. of India. In addition, the Institute is also conducting ancillary courses viz. Shore Mechanic Course (12 months), Advanced Diploma in Fishing Gear Technology (12 months) and Fishery Teacher Training Course (6 months) for the benefit of personnel who are managing the shore establishments of the Fisheries Organisations.

Training for foreign nationals
The Institute also arranges Special training programmes for Foreign Nationals from countries like Nigeria, Zambia, Tanzania, Ghana, PDR Yemen, Myanmar, Laos, Sri Lanka, Bangladesh, Maldives, Philippines,Oman etc. under various schemes like FAO Fellowship, CFTC, SCAAP, ESCAP, ITEC, Colombo Plan etc. Thus over the years the Institute came out as a nodal Institution in the South-east Asia for training the personnel of the fishing fleet and offering Special training in Nautical, Fisheries and Engineering disciplines.

Vessel Navigator Course (VNC) and Marine Fitter Course (MFC)
The Vessel Navigator and Marine Fitter courses are two new trade courses started by NCVT under Craftsman Training Scheme by DGET, Ministry of Labour, New Delhi. These two courses are started with a view of producing practical tradesman in the Marine sector and manpower for the deck side and engine side of the fishing vessels. These courses are of two years duration.

CIFNET has been approved by DGET, Ministry of Labour for starting of the trades. These courses were started for the first time in India in CIFNET The courses are of residential nature. On successful completion of the above courses they will be gaining Academic and practical experience in the specialized subjects like Navigation, Marine Engineering so that they will be able to get wider opening at the shore establishments, fishing vessels, marine crafts etc.

Mode of study

Mode of selection
Through Entrance Examination which will be conducted by CIFNET at Kochi, Chennai, Visakhapatnam, Kolkatta, Delhi, Bhubaneswar and Mumbai.

Eligibility Criteria:
Entry Qualification:  Pass in 10th Standard or equivalent examination with 50% marks in Maths and Science. Attested copy of mark list of 10th Std. or equivalent examination should be enclosed with application even if candidate possesses higher qualification. The candidates who are appearing 10th examination during March 2015 are also eligible to apply. However the selection will be made only through marks obtained in 10th and entrance examination.

Age limit : 16 to 20 years as on 1st August, 2015. Upper age limit relaxable to Scheduled Caste/Scheduled Tribe candidates by 5 years. Attested copy of Age/Date of birth certificate is to be enclosed with the application. SC/ST candidates who claim relaxation of age should submit along with the application, attested copy of community certificate from REVENUE Authorities specifying that they belong to Scheduled Caste/ Scheduled Tribe, failing which age relaxation will not be granted. There is no age limit when employed candidates.

Physical Fitness : Candidates should be physically fit for strenuous work on board fishing vessels.

Vision : In the case of Vessel Navigator Course, the candidates should pass the prescribed eye test conducted by Approved Doctors of DG Shipping, before admission.

Stipend : Rs.1500/- per month (for open selection candidates only) on submission of Surety Bond for Rs.20,000/- at the time of admission.

Medium of instruction : English Uniform : Uniform for theoretical and practical classes are compulsory. All trainees are directed to purchase the uniforms after joining the institute to avoid colour shade differences.

Hostel Facilities
The course is residential. The students will be provided Hostel facility within the campus.

Entrance Examination
The Entrance Examination will be conducted in English at Kochi/ Chennai/ Visakhapatnam/ kolkatta/ Delhi/ Bhubaneswar/ Mumbai from 10.00 to 12.00hrs. on 20.06.2015 (tentative date). All eligible candidates who submit proper applications in time will be called for Entrance Examination. If eligible candidates do not get the Hall tickets by 14.06.2015 they may contact CIFNET office at Kochi/Chennai/Visakhapatnam and also refer institutes web site to get the latest information. For each correct answer, I mark will be awarded and for every wrong answer, 0.25 mark will be deducted.

How to apply
The filled applications (in the prescribed forms) along with the attested copies of certificates in respect of qualification, including mark list of 10th & 12th Standard Examination, Age and Community Certificate (in the case of SC/ST/OEC Candidates) and two self addressed (Unstamped) envelopes of size 25cms x 11cms. Should reach the Director, Central Institute of Fisheries, Nautical & Engineering Training, Fine Arts Avenue, Kochi -682016 on or before 15th May, 2015. Applications which are received late/incomplete/without age certificate/SSLC Mark List/Community Certificate (for SC/ST only)/not in the prescribed forms, will not be considered.

Applications are invited for
Bachelor of Fishery Science (Nautical Science)
4- year programme (8 semester) with integrated practicals &  on board training on ocean going fishing vessels

Affiliated to Cochin University of Science & Technology, Kochi and approved by Directorate General of Shipping for the session 2014-18 conducted at this institution

Application form and Prospectus can be obtained from the Director, CIFNET, Fine Arts Avenue, Kochi – 16, on payment of Rs.500/- (Rs.250/- for SC/ST) by Demand Draft drawn in favour of Senior Administrative Officer, CIFNET payable at Ernakulam and a self addressed and stamped (Rs.15) envelope (A4 size) or by cash from CIFNET Office. Application forms can also be had in person from the Institute HQ at Kochi and Units: CIFNET Unit, 59, S.N. Chetty Street, Royapuram, Chennai - 600 013 OR CIFNET Unit, Beach Road, Visakhapatnam - 530 001 OR can be downloaded from the Institute website www.cifnet.gov.in  and applied alongwith DD for the above said amount.

Special feature: On completion of this degree, basic modular courses with required sea experience are exempted from all written papers and directly (without Post-Sea courses) appear for the Mate Fishing Vessel oral examination leading to the issuance of Certificate of competency as Mate of a fishing vessel as per MS notice 10 of 2010 dated 07.07.2010.
Entry Qualification: 10 + 2 with minimum 50% marks in English 50% marks in Mathematics and 50% aggregate marks in other Science subjects. In the case of SC/ST students only a pass is required in the qualifying examination with above subjects.
The candidates, who are appearing 10 + 2 examination during March, 2014 are also eligible to apply. However the selection will be made only through marks obtained in 10 + 2 and entrance examination.

Age limit: Minimum 17 years and Maximum 20 years as on 1st October, 2014.

Intake capacity:
General Quota -20 seats.
NRI Quota - 1 seat
Foreign National Quota – 1 seat

Mode of selection: Entrance Test (at Kochi, Chennai & Visakhapatnam), Academic Merit in (10 + 2) and Interview.
Medical fitness/ Eye sight and colour vision: As per Merchant Shipping (Medical examination) Rules, 2000 as amended from time to time.
System of Teaching: Semester system of instruction with theoretical and practical exposure and a special continuous Onboard training on ocean-going fishing vessels in each semester.
