Post-Matric Scholarship 2013-14

Post-Matric Scholarship for the academic year 2013-14

Online applications are invited for the Post-Matric Scholarship for the academic year 2013-14 from students belonging to minority communities (Muslim/ Christian/ Buddhists/ Sikh and Parsee) to be awarded by the Ministry of Minority Affairs, Government of India.

Applications are to be submitted online in the scholarship website of Department of Collegiate Education, www.dcescholarship.kerala.gov.in . Instructions for filling up the online application can be accessed through the link Post-Matric Scholarship provided in the home page of scholarship website.

Eligibility Conditions:
a. Should be the First Year student of ,
i. Plus Two/ UG/ PG/ Ph.D Course of Higher Secondary School/ College/ Institutes/ University, which is either a Govt/ Aided/Recognised Unaided Institution.
OR
ii. 11th Class/Technical/ Vocational Course of ITI/ITC Centres affiliated to NCVT.
OR
iii. Course, other than those listed under merit-cum-means scholarship scheme. The names of courses listed under Merit-cum-means scholarship are given in Appendix-II.
b. Should belong to Minority Community (Muslim/ Christian/ Buddhists/ Sikh/Zoroastrians or Parsis).
c. Should have secured not less than 50% marks or equivalent grade in the previous Board/ University Examination.
d. The Annual Family Income should not exceed Rs. 2 Lakhs.
e. Should not be availing any other Scholarship or Stipend.

Other Relevant Information:
a. Candidate should have a Saving Bank account in State Bank of Travancore (SBT)/ State Bank of India (SBI) / Federal Bank/ South Indian Bank in her/his name. The candidate should be in possession of the Bank account Number and the Branch Code. Adhaar number is mandatory to all beneficiaries under this scheme and the Adhaar number should be seeded with the Bank Account number.
b. Scholarships will not be given to more than two students in a family.
c. In case of candidates belonging to BPL families, priority will be given to those who possess the least income.
d. 30% of the Scholarships are earmarked for girl students. In case sufficient number of eligible girl students are not available, then the balance earmarked scholarships may be awarded to eligible boy students.
e. Course fee/tuition fee will be credited to the School’s/ College’s/ institution’s bank account.
f. Maintenance allowance will be credited to the student’s bank account.
g. Scholarship will be provided for the entire course. However, maintenance allowance will be given for a period not exceeding 10 months only in an academic year.
h. The award will be discontinued if a student fails to secure 50% marks or equivalent grade in the previous final examination. Scholarship will not be awarded for more than the normal period of time taken to obtain certificate/degree/M. Phil degree/doctorate degree.
i. The scholarships will be sanctioned in accordance with the criterion laid down by the Central Government.

Procedure for Applying:
a. Application can be submitted only ONLINE at www.dcescholarship.kerala.gov.in.
b. Students are required to register themselves in this site before applying for this scholarship. The instructions for registration are provided in the Website: Home Page> Student Registration.
c. After the completion of registration, students can LOGIN and Apply for the scholarship.
d. Candidates are required to take a Printout of the Registration Form after submitting (after SUBMIT button is clicked) their application online.
e. Candidates are required to submit the Printout along with the supporting documents to the Head of their Institution.
f. An officer designated by the Head of the Institution/ Head of the Institution has to verify ONLINE, the data provided online by the candidate with the Registration printout and the documents submitted by the candidate.
g. The candidate can edit the online data until it is verified by the verifying officer.
h. The verified applications are to be approved by the Head of the Institution.
i. The Registration printouts and supporting documents of the verified and approved applications are:
1. To be kept in the Institution itself in case of Govt./ Aided Institutions.
These documents are liable to be verified by the Inspection team of Scholarship wing, Directorate of Collegiate Education.
2. To be sent to The Special Officer for Scholarships, Directorate of Collegiate Education, Vikas Bhavan, Thiruvananthapuram, 695033, in case of Recognised Unaided Institutions in Kerala and in respect of students of Recognised Institutions outside Kerala.

Documents to be Enclosed along With the Registration Printout:
a. Self-attested passport size photograph pasted on the Registration printout.
b. Attested copies of Mark lists of all Examinations from Matriculation onwards, passed by the candidate.
c. Income declaration – affidavit on non-judicial stamp paper of Rs. 10/- for self-employed parents/guardian or income certificate
from the employer for employed parents.
d. An affidavit in Non-judicial stamp paper of Rs10/-
by the student that he/she belongs to any one of the Minority communities notified by Central Government/Community certificate from the competent authority.
e. An affidavit as shown in appendix V in non judicial stamp paper of Rs.10/-
by the student regarding his/her place of residence/nativity or nativity certificate from the competent authority
f. Nativity certificate from the competent authority.
g. Attested copy of the first page of Bank Passbook in the name of the student, showing the Account Number and Name, Code and Address of the Branch.
h. Accommodation Certificate in case of Hostellers.
i. Copy of Adhaar number/Adhaar enrollment /NPR

BE /B.Tech in Electrical/ Electronics/ Instrumentation/ Chemical Engineering/ Applied Electronics and Instrumentation/ Instrumentation & Control/ Electronics & Communication/ Mechatronics / Computer Science. Final year students# of above disciplines also may apply.

# On the date of counseling/ admission, final year students have to produce the originals of course completion certificate & mark lists up to the last semester/year examination. Only those candidates who have passed all the semesters/ year examinations of their qualifying degree on or before the date of counseling are eligible for admission.

The Post Graduate certificates shall be issued to only those who produce the original or provisional degree certificate and the original mark lists and complete all the modules of PC100 program successfully as per the course requirements.


How to apply
Students can apply for the course by either filling up the online application form or by downloading the application form, from our website.  Filled in application forms along with a Demand Draft towards advance deposit of ` 1,000/- drawn in favour of Director, NIELIT, Calicut, Payable at State Bank of India, NIT Campus Branch (code: 2207), Chathamangalam should be sent to the Training Officer, NIELIT, P. B. No. 5, NIT Campus Post, CALICUT – 673 601, Kerala. The Name of the Course Applied for should be super scribed on the top of the cover in which the application form is forwarded. The advance deposit is non refundable in case the student is selected and not joining for the course. The advance deposit shall be returned to the students who are not selected or have completed the training at our Centre, and the fee shall not be adjusted towards the course fees. 

Requirements for hostel accommodation shall be considered only if the same is mentioned in the application. Hostel room allotment shall be based on the order of course fee received.

Procedure for Online application: Students can apply online by filling up the online application form. The students are first required to obtain the DD for  `1000/- towards advance deposit. The students are required to fill the details with regards to the DD Number, Date and amount. The students are requested to note down their registration number allotted after pressing the "Submit" button and forward the demand draft mentioning their name and their online registration number. Online registrations not containing the advance fee details will not be considered for registration.

Procedure for applying using the Application form: The students can download the application form from our web site and fill the particulars and forward the same to the Training Officer along with the requisite fee as mentioned above.

Filled in application forms and Demand Draft should be sent to the Training Officer, NIELIT, P. B. No. 5, NIT Campus Post, CALICUT – 673 601, Kerala. The Name of the Course Applied for should be super scribed on the top of the cover in which the application form is forwarded.

Mode of Payment:
1 Demand Draft to be drawn in favor of Director, NIELIT, Payable at State Bank of India, Calicut NIT Branch (2207). The DD should reach here before the last date to apply.
2 Through any branch of SBI (where this format is accepted) using the pay in slip available in our web site. The original counterfoil should reach here before the last date to apply.
3 The fees can be paid directly into our account from any bank where core banking facility is available. The details required for direct payment are as given below.

Selection of candidates
Selection of candidates who have the requisite qualifying degree will be based on the percentage of marks in their qualifying degree subject to eligibility and availability of seats. Selection of candidates who have completed the course but expecting the results shall be based on the aggregate percentage of marks mentioned in their final mark list and on the availability of seats. In case the aggregate percentage of marks is not given in the final mark list, the sum of marks from the first to last for all the semesters/ years shall be considered as the aggregate marks.

The selection lists are prepared based on the details given by the applicant at the time of submitting the application.

The admission to the course shall be based on the following criteria: The applicants should have the requisite eligibility criteria as mentioned under the heading “Eligibility”. In the case of final year students, they must have passed all the semesters/ year examinations of their qualifying degree at the time of counseling. Selection list of students will be prepared and published in our website as follows.

First selection list will be prepared based on the applications received on or before 14th August 2013. The additional selection list will be prepared, if there are vacant seats, based on the applications received on or before 23rd August 2013 and excluding the applicants included in the first selection list.

First selection list: The first selection list of applicants will be finalized and published in our website on 16th August 2013. After that seats will be available only against any vacancy that arises and will be published in the additional selection list.


The students have to verify their selection to the program from our website. No separate call letters will be sending to the students for admission.

The selected students in the first selection list have to take provisional admission on or before 25th August 2013 by paying the first installment of fees (The mode of payment and how to submit proof of payment will be given in the respective selection lists).  Their admission shall be confirmed only after verifying their original certificates on the counseling date.

The admission for selected students shall be on the counseling date mentioned.  Admission is subject to satisfying the requirements and availability of seats. Attending the counseling does not guarantee admission


Additional selection list: The additional selection list of students will be finalized and published in our website on 26th August 2013, based on the vacancy that arises from the first selection list.

The students in the additional list have to come directly to the centre on the date of counseling for admission. Their admission shall be confirmed only after verifying their original certificates/ mark lists and after payment of the first & second installment of fees, on the counseling date.



The admission for selected students shall be on the counseling date mentioned.  Admission is subject to satisfying the requirements and availability of seats. Attending the counseling does not guarantee admission

Admission Procedure
Students who have been selected for test/interview/counseling/admission are required to report to the Institute on the prescribed day by 9:30 hrs along with the following

1. Attested Copies of Proof of Age, Qualifications, etc
2. Original Certificate of the above
3. Two copies of photograph and one stamp size photograph for identity card.
4. SC/ST Certificate (if applicable)
5. Income Certificate (if applicable)

The students on reaching the Institute are required to meet the Front Office Councilor (FOC). The FOC then directs the student to the Course Coordinator. The student gets the enrollment form verified by the Course Coordinator and then meets the FOC who shall direct the student to the Accounts for payment of fees. A student is thus admitted.

The number of seats available in the Institute depends on the number of available research guides in the Institute and the vacancies available with the guides. The admission of candidates to Ph.D. programmes depends on the expertise available in a department/centre and the willingness of the candidate to work in the corresponding research areas.

The reservations will be as per the reservation policy of the Government of India.

Eligibility for Admission
Ph.D. in Engineering/Architecture (including Centres)
The applicant must have a Master Degree in Engineering/Technology/Architecture in appropriate discipline with CGPI of 6.5 on a 10-point scale (or equivalent) or 60% marks in case of Open/OBC candidates in qualifying degree. Whereas in case of SC/ST candidates a CGPI of 6.0 on a 10-point scale (or equivalent) or 55% marks in qualifying degree will be applicable.
As per various notices circulated by the AICTE all the qualifications acquired through distance mode at Bachelor and Master level in the field of Engineering/Technology and Architecture are not recognized. Such candidates with degree from distance mode may not be considered eligible.
Ph.D. in Applied Sciences
The applicant must have a master degree in relevant science subject with CGPI of 6.5 on a 10-point scale (or equivalent) or 60% marks in case of Open/OBC candidates in qualifying degree. Whereas in case of SC/ST candidates a CGPI of 6.0 on a 10-point scale (or equivalent) or 55% marks in qualifying degree will be applicable.
Ph.D. in Humanities & Social Sciences
The applicant must have a master degree in appropriate discipline with CGPI of 6.5 on a 10-point scale (or equivalent) or 60% marks in case of Open/OBC candidates in qualifying degree. Whereas in case of SC/ST candidates a CGPI of 6.0 on a 10-point scale (or equivalent) or 55% marks in qualifying degree will be applicable.

Admission Procedure
(a) The applicants shall apply for admission on the prescribed form which can be downloaded from Institute website. The duly completed application must reach the office of Dean (Academic) latest by 02.08.2013 upto 5.00PM.
(b) The applications shall be scrutinized by the Departmental Selection Committee (DSC) of different departments/centres. The list of shortlisted candidates found eligible for written test shall be displayed on Institute website by respective Head of Department/Centreon 07.08.2013 and no separate call letter will be issued.
The selection process for admission to Ph.D. programme shall be in two stages:
Stage-I: All the shortlisted candidates found eligible are required to qualify in a written examination in the relevant discipline conducted by the Institute on 13.08.2013 at 9.00AM. The syllabi for the written test is available on the Institute website. The written test shall be of 90 minutes duration for 60 marks consisting of multiple choice questions in the relevant discipline. Those who qualify in the written test shall only be eligible for Stage-II. List of such candidates will be displayed on the notice board of the concerned department/centre on the same day (i.e. 13.08.2013).
The candidates who are having valid JRF certificates from the funding agencies of Govt. of India such as UGC/CSIR/DST etc. and are willing to join the Institute as full time Ph.D. candidate are exempted from the written test and will directly qualify to Stage-II.
Stage-II: The candidates who qualify to Stage-II shall appear for interview and presentation on 14.08.2013 at 9.00AM before the duly constituted Departmental Selection Committee (DSC). The presentation should be brief and clear (around 5-10 minutes) highlighting the basic idea of proposed research. The presentation must broadly include:
 The topic/subject of the proposed research work.
 An outline containing introduction to the subject, international/ national importance, broad objectives, scope and methodology of research work with relevant literature review.
(c) On approval by the Chairman, Senate, the Head of the Department/Centre will issue the admission letters to the selected candidates, who will be required to accept the offer of admission by depositing the prescribed fee upto 19.08.2013 (5:00PM).
(d) In case, a candidate does not pay the prescribed fee by the specified deadline, the offer of admission may stand withdrawn and the admission may be offered to the candidates in the waiting list, if any, in order of merit.
(e) The selected candidates will have to register on or before 19.08.2013
(5:00PM) for the course work in consultation with the Supervisor/Convener DPGC/SRC as the case may be. (f) The selected candidate, who will complete all the examinations including project/thesis examination and the viva voce before the date of admission (i.e. 13/14.08.2013) but is unable to produce the certificate as proof of having passed and secured the minimum specified qualifying marks, may be considered for provisional admission. However, if admitted provisionally, they will be required to produce the evidence of their having passed the qualifying degree examination by 15.09.2013, failing which the admission may be cancelled.
(g) The candidates are required to produce the following documents in original as well as one copy thereof at the time of admission on 13/14.08.2013.
1. Matriculation Examination Certificate
2. Qualifying Degree Certificate
3. Marks Sheets of Qualifying Degree
4. Character Certificate
5. Certificate of category (OBC/SC/ST), if applicable, as per format available on Institute website [OBC certificate must be issued on or after 01.04.2013]
6. GATE/NET Score Card, if applicable
7. Colored passport size photographs (4 Nos.)
8. Undertaking in required format (for OBC Category) as per format available on Institute website

9. Certificate of Persons With Disability (for PWD Category) as per format available on Institute website
10. No Objection Certificate from sponsoring organization, if applicable

The selected candidates are also required to produce additional documents as specified on the Institute website [Admission Desk] by 19.08.2013.

Admission of Sponsored Candidates
i. A candidate who is sponsored by his/her employer and also meets the additional conditions specified in sub clause iii (below) may be admitted if qualifies the written test and recommended by the DSC.
ii. All the sponsored candidates must attach the relevant sponsorship certificate preferably on letterhead of the institution/organization/industry along with the application. Moreover, the sponsoring organization must be a reputed medium or large scale Government organization/private industry or a reputed technical institute.
iii. A sponsored candidate must have been in service of the sponsoring organization for at least two years on 01.07.2013. The sponsoring organization must specifically undertake to relieve him/her to pursuethe programme for its full duration. Such candidates are required to submit No Objection Certificate (NOC) from their employer/organization stating that:
a) His/her official duties permit him/her to devote sufficient time for Research.
b) Candidates willing to register in part time mode will have to reside in the Institute for a period of not less than one year during his/her registration for the degree to complete the course work. However, this condition can be relaxed for candidates working at/around Hamirpur (HP) within a road distance of about 50 KMs without any relaxation in the course work requirements.
Admission to Off Campus Programme for Ph.D.
i. A candidate working in an R&D establishment or in other institution/organization, which is equipped with the necessary research and library facilities, may be considered for admission to various Ph.D. programmes as per eligibility specified above. Such a candidate must be sponsored by his/her employer and must have been in employment with the sponsoring organization for at least two years on 01.07.2013. Moreover, the sponsoring organization must be a reputed medium or large scale Government organization/private industry or a reputed technical institute.
The employer must explicitly undertake to relieve him/her to stay on the campus to enable the candidate to complete the Course work, Comprehensive Examination and State of the Art seminar as per the requirement of NIT Hamirpur.
Such a candidate may be admitted if he/she qualifies the written test and is recommended by the DSC.
ii. A candidate applying for admission to the off campus registration must provide detailed information about the research facilities available at his/her organization and a certificate that these would be available to him/her for carrying out research.
iii. The candidate has to clear the course work requirements as specified above.
3. Approval of Admission
On the recommendation of the DSC, the list of candidates recommended for admission will be sent for approval of Chairman Senate through Chairman SPGC and Dean (Academic). After approval of the Chairman Senate, concerned Head of the Department/Centre will issue the admission letters to the selected candidates. 4. Written Test of shortlisted Ph.D. applicants 13.08.2013 (9.00AM)
5. Interview and presentation of Ph.D. applicants who qualify for Stage-II 14.08.2013* (9.00AM)
6. Last date for depositing the fee and registration 19.08.2013 (5.00PM)
Note: The candidates are advised to make their own stay arrangement while reporting for the admission on Aug 13-14, 2013.
