Humanities and Social Sciences Examination for 2012 (HSEE-2012)


Indian Institute of Technology Madras has invited applications for the Humanities and Social Sciences Examination for 2012 (HSEE-2012) for admission to the Integrated Masters Degree Programme leading to M.A Degree in Development Studies and English Studies.Admission to the Programme is solely based on the merit in the Humanities and Social Sciences Entrance Examination (HSEE).

Seats: The programme has a total of 46 seats with each discipline having 23 seats. Allocations of seats to individual disciplines will be made based on the academic performance of students (CGPA) during the first three semesters, students' preferences, and availability of seats under each discipline.

Examination Date and Centre: The examination will be held between 10 am and 1 pm on May 6, 2012 (Sunday), at Bangalore, Chennai, Coimbatore, Hyderabad, Kochi, Kolkata, Madurai, Mumbai, New Delhi, and Thiruvananthapuram. If sufficient number of candidates is not available at any of the cities listed, the same may be dropped, and the candidates will be allocated to a centre in any of the other cities. The above date will remain unaltered even if this date is declared as a public holiday.

Pattern of Examination: HSEE-2012 will be of three hours duration and will have two parts. Part I will be of 2 ½ hours duration and will consist of objective type multiple choice questions from (i) English and Comprehension Skill (ii) Analytical and Quantitative Ability (iii) General Knowledge covering the areas of Indian Economics (since Independence), Indian Society, Contemporary World Affairs (post-World War II) and (iv) Environment and Ecology, administered through computer. Part II will be Essay writing for ½ hour, to be written on answer sheet to be distributed to the candidates at the end of Part I. Part II requires the candidate to write an essay on general topics including current affairs. Question Paper will be in English language. Calculators, cell phones, pagers and Log Tables are not permitted inside the examination hall.

Eligibility:
Date of Birth: Applicant should have been born on or after October 1, 1987. However, SC, ST and PD candidates born on or after October 1, 1982 are eligible to apply.
Qualifying examination: Applicant should have either completed or should be appearing in 2012 in any one of the following qualifying examinations.
(i) The final examination of the 10+2 system, conducted by any recognized Central / State Board, such as Central Board of Secondary Education, New Delhi; Council for Indian School Certificate Examination, New Delhi; etc.
(ii) Intermediate or two-year Pre-University Examination conducted by a recognized Board/University
(iii) Final Examination of the two-year course of the Joint Services Wing of the National Defence Academy
(iv) General Certificate Education (GCE) Examination (London/Cambridge/Sri Lanka) at the Advanced (A) level
(v) High School Certificate Examination of the Cambridge University
(vi)Any Public School / Board / University Examination in India or in any foreign country recognized by the Association of Indian Universities as equivalent to 10+2 system
(vii)H.S.C. Vocational Examination
(viii)Senior Secondary School Examination conducted by the National Open School with a minimum of five subjects

Courses which are preparatory in nature, without offering any Degree are not considered equivalent to 10+2 system. In case the relevant qualifying examination is not a public examination, the candidate must have passed at least one public (Board or Pre-University) examination at an earlier level. This is in addition to passing in the qualifying examination with aggregate marks relevant to the category of the candidate.

Marks in qualifying examination: Those belonging to the General and OBC (CL/NCL) categories must have secured a minimum of 60% marks in aggregate in the Qualifying Examination while those belonging to SC, ST and PD categories must have secured a minimum of 55% in aggregate in the Qualifying Examination. If any Board awards only letter grades without providing an equivalent percentage of marks on the grade sheet, applicant should obtain a certificate from the Board specifying equivalent marks, and submit it at the time of joining. In case, the candidate does not provide such a certificate, the decision of the HSEE Admission Committee regarding his/her eligibility will be final.

Admission to a candidate will stand cancelled, if the proof of having passed the QE, as per the eligibility criteria specified is not submitted to the Institute latest by September 30, 2012.

Physical Fitness certificate: All qualified candidates will have to submit a Physical Fitness certificate from a Registered Medical Practitioner in the prescribed format that will be made available to them along with offer of admission letter. They will be admitted only if they are physically fit for pursuing a course of study at the Institute.

Application: Application for HSEE-2012 can be submitted only Online, at http://hsee.iitm.ac.in. Applicant should go to the link ‘Apply Online' and follow the instructions on the site for entering the data asked there. The site will prompt the applicant to save the data submitted, when necessary. After successfully entering the data, the applicant must click on the 'finalize' button, after which data entered cannot be edited. The system will then generate a printed version of the application.

Fee: Applicant must then pay the fees by challan, at any branch of Indian Bank, mentioning the application number on the three copies of the challan. Application fee can also be paid by way of Demand Draft obtained in favor of ‘Chairman, HSEE 2012, IIT Madras’, payable at Chennai. The bank charges will have to be borne by the applicant. Application fee must be paid between December 20, 2011 and January 25, 2012.

After remittance of the Fee, applicant should fill up the details regarding the 'Challan Journal Number' or 'Bank Draft Number', with Bank detail and the date of payment In the printout of the application. Applicant should then affix his/her photograph at the appropriate place(s). Applicant and his/her father/guardian must sign at the bottom of the declarations. The application form is complete only when these steps are carried out.

Last Date: The completed application form along with attested copies of the 10th Class Certificate for Name and Age proof, attested copy of 10+2 Class Mark sheet (if already passed 10+2 examination), attested copy of category certificate [SC/ST/OBC(NCL) if applicable and the Bank Draft/Institute copy of Bank Challan, placed in a A4 size envelope, should be sent by Speed/Registered Post to ‘The Chairman, HSEE-2012, JEE Office, IIT Madras, Chennai-600036’ to reach there on or before 5 pm on January 31, 2012.

There will not be any acknowledgement of the application. However, as and when the applications are received, it will be reflected on the HSEE website. Candidates should check the HSEE website for the status of their applications after February 4, 2012.

Hall Ticket: The Hall Ticket for the examination will be sent by Registered Post/Speed Post on or before 1700 hours, on March 31, 2012, to those eligible applicants who have submitted the Application Form, complete in all respects. No duplicate Hall Ticket will be issued. The Hall Ticket will bear the name, photograph, signature, date of birth, address and category of the candidate along with name and address of the Centre allotted.

The candidate should carefully examine the Hall Ticket received by him/her for all the entries made therein. In case of any discrepancy, the candidate should inform the Chairman HSEE-2012 immediately. If the Hall ticket is not received by April 15, 2012, the candidate should obtain his/her Registration Number and Examination Centre from HSEE Website or from the Chairman, HSEE-2012 by phone. On receiving these data, the candidate should write his/her Name, Application No., Registration No. and Examination Centre on two identical halves of an A4-size paper. He/she should then affix a photograph and put signature (as given in the Application Form) on each of them.

The candidate should get the photographs and signatures attested by the Head of the Institution last attended/Gazetted officer/Notary Public, and meet the IIT Representative with this paper at 8.30 a.m on the day of the examination, May 06, 2012, in the office of the Presiding Officer at the Examination Centre. The candidate must also bring the proof of sending his/her application form to show the IIT Representative. IIT representative will keep one part of the paper and return the other half with his signature and allow the candidate to appear for the examination provisionally. The candidate must keep the IR signed copy and the proof of sending the application for future use.

No applicant will normally be permitted to write the examination without a valid Hall Ticket. The Hall Ticket should be presented to the invigilators for verification. The candidate’s identity will be verified in respect of his/her details on the Hall Ticket and centre verification record. If the identity is in doubt, the candidate may not be allowed to appear in the examination. The authorities may at their discretion permit the candidate to appear for the examination after completing formalities including taking of thumb impression. No extra time will be allowed for these formalities to be completed. In all such cases, the candidature will be provisional.

Decision regarding the provisionality of such candidates will be taken later by the HSEE committee, and it will be binding on the candidates. Candidates have to carefully preserve the Hall Ticket till the entire admission procedure through HSEE-2012 is completed.

Rank list: Rank list will be prepared based on the aggregate marks obtained in HSEE 2012. If ties occur in the aggregate marks, then one who scores more in Part II (Essay writing) will be given a higher rank. If ties occur in both Part II and the aggregate, then one who scores more in the 'General studies' section of Part I will be given a higher rank. If ties occur in all of aggregate, Essay writing, and General studies, then one who scores more in the 'Analytical Abilities' section of Part I will receive a higher rank. If ties occur after all these tiebreak criteria, then they will be given the same rank. There is no scope for re-grading and retotaling.

The ranks/scores of the candidates will be available at HSEE website between June 04 and June 10, 2012. Separate performance cards will not be sent individually to the candidates

A common rank list made up of candidates who score at least 50% in HSEE-2012 will be prepared. Separate rank lists will be prepared corresponding to OBC (NCL), SC, ST and PD categories. Candidates of OBC (NCL) category must score at least 45%, those SC/ST categories, at least 25% in the HSEE-2012, in order to be in their respective rank lists. A common rank list will be prepared for PD candidates. To be in the PD rank list, candidates must score at least 25% in the HSEE 2012 exam in aggregate. Separate PD rank lists will be prepared corresponding to the OBC (NCL), SC and ST categories. Seats will be allotted using the rank lists and the number of seats available in each category. While allotting a seat, if a candidate belongs to more than one category of relaxed norms, he/she shall be considered only in the category in which he/she gets the maximum benefit. If sufficient OBC (NCL) candidates are not available, then the seats will be de-reserved and will be open for allotment to general candidates.
