The  National Institute of Rural Development (NIRD), Ministry of Rural Development, Government of India, which celebrated its Golden Jubilee in 2008, is a premier national centre of excellence of rural development. Recognized internationally as  a  UN-ESCAP Centre of Excellence in HRD; acclaimed regionally as a centre of excellence  in rural development  by the Afro Asian Rural Development Organisation (AARDO), Centre on Integrated Rural Development for Asia and the Pacific (CIRDAP) and considered  a leader in rural business management education and for Distance Education.  It builds capacities of  stakeholders such as  officials and  functionaries engaged in rural development, elected representatives, institutions,  academicians and young students through inter-related activities of training, research, action research, teaching  and consultancy.  The Institute endeavors to enable them to  develop right perspectives,  analyze and propose solutions to problems in planning and implementation of the programmes for rural development and disseminate information on best practices in rural development  through periodicals, reports and publications. 
The Institute is located in the serene surroundings of Rajendranagar about 15 km from the Historic City of Hyderabad. 


Post Graduate Diploma in Tribal Development Management (PGD-TDM)
Article 366 (25) of the Constitution of India refers to Scheduled Tribes as those communities who are scheduled in accordance with Article 342. According to  this Article, the Scheduled Tribes are the tribes or tribal communities or part of or groups within these tribes and tribal communities which have been declared as such by the President through a  Public  Notification. 8.10 percent of the  Nation‟s total population (about 835.80 lakh), according to the 2011  Census, is what constitutes the tribal population of India. This population lives in  concentrations in  various parts of the country mainly   Uttar Pradesh, Assam, Rajasthan, Gujarat, Chhattisgarh, Jharkhand, Odisha, Bihar, Maharashtra besides the North Eastern States.  However most of these tribal groups have been living abject poverty since long.
In this background, an acute need was felt for developing a well trained set of tribal development professionals who  can  bring  about  positive changes   and improve the quality of life of the Tribals. However in view of the demand for distance learning courses in as much as to effort an opportunity to the students and working officials it  was decided to  start a programme on  tribal  development in  distance mode. The Programme is titled “Post Graduate Diploma in Tribal Development Management (PGDTDM)”. The enrolled students  will  have  a  unique opportunity to access  the  best learning resources for developing  a  strong perspective and  high  capability for developing and managing tribal development projects on their own.
The  Programme  is ideally  suited  for both  working  officials  as well as fresh graduates. It has been  designed under the  excellent guidance of a Programme Advisory  Committee. It  aims to enhance  managerial skills, research competence and self – development amongst the participants. Towards the final stages of the PGD-TDM, the  student  expends three months with a  Resource Person  in NGOs, CBOs and 
Research Institutes for preparing a Project Report.  

Programme Objectives
The major objectives are to produce competent professionals who will:
• Have a strong  perspective and in depth understanding of tribal society and culture, ethos, demography, levels of development and contemporary socioeconomic  issues• Be able to assess relative merits of various approaches and strategies of tribal development 
• Be well equipped to ensure mobilization and capacity building of stakeholders
• Have adequate skills to prepare and implement  integrated development plan and projects for tribal development
• Be competent in project management and financial management
• Develop good understanding of tribal development administration with focus on ethics and values
• Develop good communication skills and  capacity in document preparation and presentation

Eligibility Criteria :  Graduation in any discipline from a University recognized by the UGC
Duration                       :       One Year
Medium of Instruction :       English

Programme Structure 
The One Year Programme will be offered in two Semesters. First Semester will have four Courses  of four Credits each and the  Second Semester  comprises  three Courses of four credits each and a Project. The learning material for each Course has been divided into Blocks and each Block will have a number of Units. For each Course of four Credits, a student is required to spend 120 hours for self-learning including Contact Session (10 Marks) and Assignment (30 Marks). At the end of each semester, there will be Contact Session at a Contact Centre, which will be conducted by well known Experts and will be followed by  Semester end Final Examination (60 Marks). Each  of the Courses and the Project work will be evaluated for 100 marks.

Career Prospects
• Working officials would have enhanced  competence for preparation and implementation of tribal development plans and programmes with specific reference to improve management and administration
• Would enable the educated youth  to seek  employment  as community coordinators / community organizers /  social mobilizers / research assistants / animators. 
• Would enable the officials / youth to play the role of  trainers for training of the tribals in scientific collection, post-harvest management and marketing of NonTimber Forest Produce (NTFPs)
• Excellent  job opportunities in the  Central and State Government Projects/Schemes like NRLM, MGNREGS etc. and  Schemes especially designed for the tribal development
• NGOs, CBOs private sector implementing projects under Corporate Social Responsibility (CSR) and other such stakeholders in the tribal development  programmes
• As consultants in tribal development


Admission Procedure  
The candidates selected for admission will be intimated by post individually. The list of selected candidates will also be displayed on the notice board at the Distance Education Cell and the Institute's Website (www.nird.org.in). Only those, who pay the Fee within the stipulated date, are treated as admitted. Mere receipt of admission offer letter does not entitle any right to claim admission. Students, who do not furnish full information and proof  by attaching attested (by a gazetted officer or a person holding equivalent rank)  Xerox copies of  documents/  certificates,  mark sheets and service certificates (clearly showing the number of years of service and the field of work) about their academic professional record are liable to be rejected. Irrespective of the claims made by an applicant on the Application Form, marks weightage would be given only on the basis of certificates and transcripts that are attested. Any document sent separately, after submission of the application, will not be considered. Verification of all the original Certificates/ Marks Memos /experience certificates will be done at the time of I Semester Contact Session at designated Contact Centers. The students are, therefore, required to bring their original certificates when they attend contact classes. Students will be permitted to  attend contact classes  only after this verification. Until then, their admission will be provisional. 

Reservation for SC / ST / PH Students
In accordance with the policy  of the Government of India, the reservation for different categories will be implemented with a provision for inter-changeability between these categories, wherever necessary. Students applying for this programme should submit, along with their application, a copy of their Caste/Tribe Certificate from a Revenue Officer not below the rank of Tehsildar/Mandal Revenue Officer.

Admission of Sponsored Candidates
The  Government Departments/Organizations / Institutions/ NGOs etc may sponsor their  officials for admission to this Programme by duly forwarding their applications and paying full Programme Fee for their admitted candidates.

Application Fee
The filled-in Application Form(downloaded from Website) with copies of required documents should be sent with a Draft for Application Fee :                                  
(Rs.500/- for Gen/OBC, Rs.300/- for SC/ST/PH).
Programme Fee  
Students admitted to this Programme have to pay the Fee in two equal installments at the beginning of each Semester or as a single amount for sponsored candidates by the prescribed date mentioned in the admission offer letter. 
Gen / OBC : Rs 20,000 ;  SC / ST / PH : Rs 18,000/-

Mode of Payment
All payments should be made through  Demand  Draft in favour of  “National Institute of  Rural Development” payable at Hyderabad.  Payment through cheques, P.O.s, cash, credit /debit cards, money order and money transfer will not be accepted. The following information should be given on the reverse side of the Demand Draft.

           iv) Bachelor’s Degree, Provisional  Degree  Certificate, Marks Memo 
           v) Post-graduate Degree / Provisional Degree Certificate, Marks Memo
           vi) Income Certificate issued by the competent authority not below the rank    
                of  MRO/ Tahsildar/RDO  (wherever applicable)
         vii) Experience Certificate, if any.


Note       :  Fee, once paid, will not be returned under any circumstance
