National Students’ Film Awards
The National Student’s Film Awards were instituted
by the Ministry of Information and Broadcasting, Government of India, in 2012
to promote emerging film making talents in film schools around the country and
provide them a platform that would help them realize their artistic vision as
they undertake the exciting but difficult journey into professional film
making.
Student Films are different. They present a young,
original vision of the world as the film makers are nurtured in an environment
that offers great freedom of creative expression and encourages
experimentation. They also bear the influence of the pedagogic philosophy of
the film schools they come out of, and carry forward the artistic legacy of the
masters.
The first edition of the National Student Film
Awards was held in the Film and Television Institute of India, Pune, in May
2013. The second edition will be held in Satyajit Ray Film and Television
Institute between February 27 and March 2 2014. Henceforth, the two national
film institutes will host this annual event in alternate years.
The films shortlisted for the awards will be shown
as part of Clapstick International Students’ Film Festival.
Clapstick International Students’ Film festival
Clapstick, an annual film festival organized by SRFTI,
is a showcase of student’s work from film schools all over the world. Bringing
together films made in different socio-cultural spaces by some of the most
promising young film making talentsin the world today, the festival offers a
peek into the future of Cinema. The variety of content and innovative style of
visual storytelling would definitely inspire and motivate young filmmakers and
enthusiasts seeking exposure to the latest trends in film making today.
Apart from showcasing the best and most exciting
student films from across the world, NSFA and Clapstick also provide a platform
for various stakeholders in Cinema to come together to brainstorm on emerging
trends and challenges in Cinema. Dozens of students from all over the world,
industry representatives, academics, journalists come together at SRFTI during
the festival. Events like Masterclasses, Open Forums, etc. provide acontext for
structured exchange of ideas, while the wide open spaces on the campus provide
the perfect setting for stimulating debates and discussions over endless cups
of coffee.
A multi-faceted festival which aims at a
wide-ranging engagement with world Cinema, Clapstick is SRFTI’s endeavor to
celebrate the great art form, and its continuous reinvention.

Rules and
regulations for NSFA 2013
1. Categories:
There are four categories :
a. Short
Fiction A (up to 10 min)
b. Short
Fiction B (s above 10 min, and up to 30 min)
c. Non
Fiction (up to 30 min)
d. Animation
( up to 30 min)
2. Eligibility
for entry:
a. Films
produced by an academic Institution in India as a part of their curriculum and
completed between January 1, 2013 and December 31, 2013 will be accepted. The
completion date must be certified by the Institute.
b. Films
must be entered by the Institution only. A hard copy of the acknowledgement
(which will be sent to email-id upon submission of the online application form)
and the declaration as per 2a. have to be duly forwarded under the seal and
signature of the Institute Head.
c. Individual
entries by students will not be entertained.
d. The
competition is open to students and producing institutions only. In case of a
crew member being non student/ working professional, it must be clearly
mentioned in the application form. Awards will only be given to students and
producing institutions.
e. Films
if entered for the first edition of NSFA at FTII Pune in 2013 will not be
eligible for the second edition, even if they were made in the period mentioned
above.
f. If
it is discovered at any time that any institution has made an attempt to enter
the competition by getting the film made by professionals or non students and
subsequently sent the entries in the name of the students, then the particular
institution will be blacklisted and debarred from participating in subsequent
awards/events and such names will also be listed on the website. The said
institution may also be liable for legal proceedings for deliberate
misrepresentation of facts.
3. Number
of Entries:
The total number of entries for an institution must
not exceed 20. The maximum number of entries per institution in each category
is given below, subject to the ceiling of 20 films per institution:
a. Short
Fiction A ( up to 10 min) : four entries
b. Short
Fiction B (above 10 min, and up to 30 min): eight entries
c. Non
Fiction (up to 30 min): six entries
d. Animation
( up to 30 min): four entries
4. Fees
Entry fee is five hundred rupees per film. The fee
must be paid by demand draft in favour of Satyajit Ray Film & Television
Institute, payable at Kolkata.The DD is to be sent along with the hard copy of
the acknowledment and the declaration.[as mentioned in 2b]

In addition to the above, the institution must send
two sets of preview copies on DVD ( each film on a separate DVD). Each DVD must
be labelled clearly with Title of the film, Name of the Institution, and the
Category applied for. The label must be on the cover of the DVD, as well as on
the disc itself.
6. The
decision of the Selection committees and Jury members will be final &
binding on all.
7. The
Jury has the right to withhold an award in any category where no entries, in
the Jury’s view, meet its standards for award/recognition.
8.
Films once selected and submitted for the final screening will not be allowed
to be withdrawn under any circumstances. Participation in the festival implies
acceptance of Festival Regulations.
9. The
festival authorities reserve the right to accept or not to accept any films on
any ground including the likelihood of the film offending the feelings of any
state, religion, country or on the grounds such as racism and religion.
10.It is the sole responsibility of the applicant
to secure clearance from the copyright holders of any copyrighted materials
included within the submitted film. Festival authorities will not be held
responsible for the unauthorized inclusion of any copyrighted materials within
or relating to the submitted film. Festival authorities reserve the right to
disqualify any film with any unauthorized inclusion of copyrighted materials.
11.Certification by CBFC is not mandatory for
entering films. However, it should be clearly mentioned in the entry form whether
or not the film has been certified by the Central Board of Film Certification.
12.Festival authorities have the right to make
copies of DVDs for pre-selection/ selection purpose and non commercial
screenings.
13. The
preview copies will be kept in the SRFTI library/archive to be used only for
non-commercial and academic purposes.
14. The
festival authorities reserve the right to showcase the award winning films at
various academic institutions for academic and non-commercial purposes.
15.
Clippings and stills from all entries may be used for publicity in the print,
electronic or other media.
16.
Cost of transportation of tapes/media and all related documents, publicity
materials from the participating institution to the Festival Office shall be
borne by the participating institution. Transportation cost for return of
tapes/media will be borne by the Festival Authorities.
17. Insurance
cost on films in transit to SRFTI will be borne by the entrant. Festival
authorities do not undertake to insure films against technical damage, fire,
destruction, loss, or theft during transit. For normal wear and tear of
materials, festival authorities are not responsible.
18.
Films selected by the pre-selection Jury will be screened at SRFTI during 27
February – March 2, 2014.
19. For
promotional / publicity purposes, clippings from any film entered in the festival
may be shown on the National / International Television / Local network /
Internet, etc.
20. Decisions
of the Festival Authorities regarding all matters not expressly provided for in
these regulations or which require interpretation of the clauses mentioned
above shall be final & binding on all parties.
21.
Application Deadlines
a. The
online application form, properly filled up, must be submitted by January 25,
2014.
b.
The hard copy of the acknowledgement form and the declaration as per 2a along
with the screening and preview copies of the films and demand drafts must reach
SRFTI by January 28, 2014, failing which entries will not be entertained.
c. All

* The award money will be shared between the
producing institution and those principal crew members who have not won any
individual award for that film.
CLAPSTICK
Rules & Regulation
1. Who Can Apply?
Only Film Schools can apply. Films produced between
1st January, 2012 to 31st December, 2013 are eligible.
2. How to Apply?
a) Online Entry : Form is available on website www.festival-srfti.in.
b) Entry Fee: No entry fee.
c) Entrants are required to submit preview copy
either by providing a link or by sending 2 DVDs (Tested / All Code) / region
free only),
d) If the language of the film is other than English,
it should be sub-titled in English.
3. Cut off Dates
Deadline for submission of Entry Form: January 25,
2014
Deadline for submission of Film: January 30, 2014
4. Notifications :
Only successful entries will be acknowledged via
e-mail.
5.Pre-Selection Process :
Entries will be previewed by Pre-Selection
Committee
6. Rights of Festival Authorities :
a) Festival Authorities reserve the right to accept
or not to accept any films on any ground including the likelihood of the film
offending the feelings of any state, religion, country or on the grounds such
as racism and religion.
b) Decisions of the Festival Authorities regarding
all matters not expressly provided for in these regulations or which require
interpretation of the clauses mentioned above shall be final & binding on
all parties.
7. Copyright :
a) It is the sole responsibility of the applicant to
secure clearance from the copyright holders of any copyrighted materials
included within the submitted film. S.R.F.T.I will not be held responsible for
the unauthorized inclusion of any copyrighted materials within or relating to
the submitted film. S.R.F.T.I reserves the right to disqualify any film with
any unauthorized inclusion of copyrighted materials.>
8. Screening Materials:
a) Screening format may be 35mm/ 16mm/ Blu Ray /
Quicktime files
b) Please submit one additional DVD copy (PAL
only), non-refundable, of each film along with the original screening format.
9. Archive :
a) The DVDs sent for selection as well as for the
final screening will be retained for the Festival Archive.
b) The Festival Authorities will return the the
screening materials other than DVDs and Blu Ray to the concerned school after
the festival.
10. Transportation :
a) Cost of transportation of Preview and Screening
materials shall be borne by the entrant. Transportation cost for return of
screening materials will be borne by the Festival Authorities.
11. Insurance :
a) Insurance cost on films in transit from the
country of origin to the Festival Office will be borne by the entrant. The
Festival Authorities do not undertake to insure films against technical damage,
fire, destruction, loss, or theft during transit. For normal wear and tear of
the tapes, Festival Authorities are not responsible.
12. General :
a) The duration of one film should not be more than
30 (thirty) minutes. One Film school can send any number of films but the total
duration should not be more than one hour. Music videos, advertisement films,
Public Service Spots, or promotional films will not be accepted.
b) For promotional / publicity purposes, clippings
from any film entered in the festival may be shown on the National /
International Television / Local network / Internet, etc.
c) Clippings of selected films will be put online
on the official website of the festival. Participation in the festival implies
consent of the copyright holder.
d) Entry Forms with incorrect / inadequate /
illegible / ambiguous particulars or those not submitted along with the
required certificate / undertaking will not be considered.
e) Films once selected and submitted for the final
screening will not be allowed to be withdrawn under any circumstances.
Participation in the festival implies acceptance of Festival Regulations.
f)In the case of faulty projection, the festival
cannot be held liable for intangible losses incurred by Director, Producer or
Distributor.
13.ATTENTION:
All Communications, Entries, DVDs, and
