The Government of India in the Ministry of Health set up a Committee known as the "Health Survey and Planning Committee" on 12th June, 1959 to undertake the review of the development that had taken place since the publication of the report of Health Survey and Development Committee (Bhore Committee) in 1946 with a view to formulate further health programmes for the country in the third and subsequent five year plan periods. The Committee recommended the setting up of six Postgraduate Medical Institutions in the country one each at Kolkata, Mumbai, Chennai, Hyderabad, Lucknow and Chandigarh to meet the increasing demand of teachers for the rapidly expanding medical colleges, speciality services for hospitals and need of the armed forces. The Postgraduate Institute of Medical Education & Research was conceived and planned in 1960 to create in Chandigarh. The Institute was established in 1962 under the erstwhile State of Punjab. It was declared as Institute of national importance by an Act of Parliament (Act 51 of 1966) with effect from April 1967.
