Dr. Ambedkar Social Science Research Fellowships (for Scheduled Castes candidates intending to do M.Phil./Ph.D. in India)
As a first initiative after signing a MoU with the Tata Institute of Social Sciences (TISS), the Dr. Babasaheb Ambedkar Research and Training Institute takes pride in instituting five “Dr. Ambedkar Social Science Research Fellowships” to encourage.
Scheduled Caste (SC) students from social science or humanities discipline to pursue his/her M.Phil/Ph.D. degree on any issue that Dr. Ambedkar dealt with during his life time. These fellowships include three “Dr. Ambedkar National Social Science Research Fellowships” open to SC candidates from any part of India and two “Dr. Ambedkar Social Science Research Fellowships at TISS” open only to SC candidates from Maharashtra who have already secured admission for M.Phil/Ph.D. at TISS. The candidate qualified for any of these fellowships will receive a monthly allowance of Rs.13000/- and an annual contingency grant of Rs. 10,000/- for the first two years to complete his/her M.Phil. degree, and Rs. 15000/- and Rs. 20000/- respectively for first three years to complete his/her Ph.D. degree. The fellowships would come into effect from the academic year 2011-2012 onwards.

1) Fellowship Vision:
The Dr. Ambedkar Social Science Research Fellowship (ARF) is one of the cherished schemes of Dr. Ambedkar Research and Training Institute, Pune (Dr.Ambedkar Institute). The Vision of instituting these fellowships is to take a step forward in realizing the ideals that Dr. Ambedkar stood for. The specific objectives of these fellowships are to: i) extend economic support to candidates belonging to the SCs to obtain higher degrees such as M.Phil and Ph.D. from recognized and reputed Universities and Educational Institutions in India; ii) encourage scholars belonging to the Scheduled Castes to undertake research on issues pertaining to caste in general and the issues of Scheduled Castes (SCs) or Dalits in particular, iii) to bring such issues to the centre stage of academic discourse; iv) bring visibility to the issues of such excluded and discriminated caste groups and thereby draw the attention of the government for appropriate policy formulation and intervention.
2) Fellowships:
There are two types of fellowships: (i) Dr. Ambedkar National Social Science Research Fellowship (ARFN) which is a national level fellowship and (ii) Dr. Ambedkar Social Science Research State Fellowship at Tata Institute of Social Sciences, Mumbai (ARFTISS) which is reserved only for eligible TISS scholars. There are three ARFN and two ARFTISS.
3) The Fellowship Grant:
Each of the two types of fellowships is further divided into Dr. Ambedkar Junior Research fellowship (AJRF) and Dr. Ambedkar Senior Research Fellowship (ASRF).
However, the fellowship grant for both ARFN and ARFTISS is the same as given below.
Fellowship grant For AJRF: Rs.13000/-p.m. for the initial two years.
For ASRF: Rs.15000/-p.m. for remaining 3 years tenure.
Contingency For AJRF: Rs.10,000/- per annum for initial two years.
For ASRF: Rs. 20,000/- per annum for remaining 3 years.
Assistance to host Institution Rs. 3000/- per annum per student
Escorts/Reader Assistance (for physically & visually challenged Rs. 2000/- p.m. per student
4) Tenure of fellowship:
The tenure of both ARFN and ARFTISS is 5 years, of which the first two years of fellowship called Dr. Ambedkar Social Science Junior Research Fellowship (AJRF) is for completing his/her M.Phil. degree, and the remaining three years of fellowship called the Dr. Ambedkar Social Science Senior Research Fellowship (ASRF) is for completing his/her Ph.D. degree. The fellowship will come into effect from the date of the candidate joining the M.Phi./Ph.D. programme and it will not continue after the last month of the first two years in the case of M.Phil., the first three years in the case of direct Ph.D. and five years in the case of M.Phil. and Ph.D. However, the actual date on which the fellowship would end depends on the date of his/her submission of M.Phil. or Ph.D. thesis.
5) Eligibility:
Both the fellowships are open only to SC candidates with a post-graduate degree in any social science or humanities discipline, intending to pursue their M.Phil/Ph.D. degree on caste and Dalit related issues on a full-time or regular basis. However, while the ARFN is open to SCs from any part of India including Maharashtra and also students of TISS, the ARFTISS is open only to SC candidates of Maharashtra who have already secured M.Phil/Ph.D. admission at TISS. The fellowships are open not only to those willing to do Ph.D. after completing their M.Phil., but also to those intending to or registered for direct Ph.D. and to those found eligible for doing their Ph.D. after their first year course work in M.Phil.
6) Procedure for monitoring the progress of the scheme:
1. The Fellow will undertake full-time research work under the approved guide in a subject selected by him/her and approved by the university/selection committee concerned.
2. The Fellow shall present to the Fellowship Selection/Monitoring Committee of Dr Ambedkar Institute through his/her Research Supervisor/Guide, half-yearly progress report ending the month of June and December, and the Selection Committee will maintain a record of progress by obtaining the same.
3. If a Fellow wishes to relinquish the fellowship during the tenure, it should be done with the prior approval of the Fellowship Monitoring Committee and the Research Guide concerned.
4. The fellow shall not accept or hold any appointment, paid or otherwise, or receive emoluments, salary, stipend, etc. from any other source during the tenure of the award.
5. The fellow may assist the Department’s academic activities, including tutorials, evaluation of test papers, laboratory demonstration work, seminar symposia, etc., provided he/she has the consent of the guide/head of department and such engagement is not likely to hamper his/her research in any way.
6. No extension is permissible beyond the total period of two years in the case of AJRF and three years in the case of ASRF in the case of both ANRF and ASRF-TISS.
7) Cancellation of Award:
The fellowship is liable to be cancelled, in case of: a) misconduct; b) unsatisfactory progress of research work; c) candidate found ineligible later; and d) in case the Fellow either discontinues his/her M.Phil/Ph.D. programme after a month or more period of joining the programme or remains absent for six months or more any time during the first three or five years of research period without prior permission from the university/institution concerned, he/she becomes ineligible to receive the fellowship from the date of his/her absence. With regard to cancellation of Fellowship to a particular fellow, the decision of the Fellowship Monitoring Committee would be final.
8) Applying for the fellowships:
The fellowship is advertised once in a year in major English and Marathi newspapers inviting application from eligible candidates for both the fellowships (ARFN and ARFTISS). The application format given at the end of this fellowship prospectus can be used for both the fellowships. The same can also be downloaded from websites:

The completed application should have the following enclosures: 1) a typed or legibly written research proposal of 4000 to 4500 words; 2) caste/community certificate as proof of his/her SC background; 3) two copies each of any two articles published, 4) photo copies of marks obtained in graduation and post graduation, 5) copy of certificate of any relevant exam passed, 6) one page note stating why he/she should be considered for the fellowship.
Completed application with necessary enclosures may be sent to the office of the Director General, Dr. Ambedkar Research & Training Institute, 28, Queen’s Garden , Near Old Circuit House, Pune, Maharashtra 411001, so as to reach on or before the due date mentioned in the advertisement. 9) Method of Selection:
The selection will be made on the basis of the merit of the candidates which includes:
1)the relevance of the proposed research to the specific objectives of the fellowship, 2) quality of the attached research proposal; 3) the candidate's research knowledge and articulation ability, 4) number of quality articles/book published, 5) marks obtained in the graduation and post graduation, 6) grade/marks obtained in the personal Interview.
The final selection depends on the recommendation of the selection Committee duly constituted for the purpose.
