Overview of
the Course
I. Scope and
Objective
The 74th Constitution Amendment Act of India has
assigned the function of Urban Planning to the urban local bodies; and urban planning
includes socio-economic planning, which goes beyond the conventional Town Planning
Exercise. In this context there is a growing need for knowledge and expertise
in urban management and planning, particularly for its socio-economic
components. The objective of the course is to impart the basic training in
urban management and planning in a developing country like India.
II. Course
Content
The course is divided into four quadrimesters spread
over twelve weeks each. The total marks will be 800 marks equally divided among
the quadrimesters. The first three quadrimesters will be divided among twelve modules,
four in each. The last quadrimester will be for a research project.

Urbanisation: Patterns and Trends
Concept of Urban; Urbanisations: forces,
trends and patterns; Urbanisation from
national and global perspective;
2. Basics of Urban Economics
Location, land, labour and capital; Urban economy:
Secondary and tertiary sectors.
Rural-urban linkages, migration, informal sector,
poverty and related issues.
3. Urban Political and Social issues Conceptual
frameworks for the analysis of urban politics; Municipal elections: dynamics
and trends; Emerging patterns of urban leadership; Brief introduction to Urban
Sociology
4. Urban Governance, Law and Development
Urban governance: the colonial phase; The amendment
of the Constitution and its implications for governance; Participatory governance
through ward committees; Engendering urban governance; Alleviating urban
poverty: policies and programmes and role of the community; Public-private partnership;
Relevant Laws relating to Urban Planning and Development;
5. Urban Planning: Socio-economic and Legal Aspects
Urban planning: Basic analytical issues and
concepts, inter-linkages between different dimensions of planning: Urban Planning
Scenario: A historical perspective (with reference to India and West Bengal) Development
Planning and Social Planning: Participatory Approach
6. Urban Infrastructure Planning Traffic and
transportation, Water supply and sanitation, solid waste management and
disposal and social infrastructure
7. City and Metropolitan Planning
Evolution of human settlement planning, focus on
cities and metropolis – concepts and approaches; Characteristics of cities and metropolis
– relationships and differences – physical and functional linkages - concept of
inner-city, central business district, peri-urban areas - various aspects and
planning issues; Physical, social, economic, infrastructural and environmental
aspects of metropolitan areas – inter-relationships and impacts - pattern of
growth and linkage ;
8. Tools and techniques of Urban Planning Decision-making
techniques (cost-benefit analysis, multi-criteria decision making); Impact
assessment techniques; Urban databases and research methods
9. Urban
Finance, Accounts and Valuation
Urban finance: Municipal budget, Sources of
revenue, Expenditures; Finance for urban infrastructure development; Municipal
Accounts; Basics of valuation.
10. Housing, Urban Renewal and Conservation
Problems of urban housing, slum and squatter
settlements, social aspects of housing; role of public and private agencies;
Urban regeneration: concepts, policies, interventions;
Historic cities and areas- townscapes and architectural
heritage conservation principles, economic, legal and tourism aspects.
11. Urban Ecology and Environment
Urban system and resources: land, water and air,
Pollution: Noise, air and water; Preservation issues – greenery, wetland and
biodiversity; Cities and climate change; Environmental planning.
12. Computer Application and GIS Information system
and urban planning; basic exposure to GIS; sector specific exposure to GIS;
planning with GIS.
Urban research methodology will be taught in
Quadrimester IV so that the students can prepare a dissertation.
III. Time span, time schedule and class hours
Classes would be
spread over one year, starting from July each year.
Classes will
be held on Saturdays (11 am- 5 pm).
There will be
field visits to urban facilities.
IV. Evaluation System
At the end of
each quadrimester, there will be an evaluation based on objective type
questions.
The project will
be evaluated for 150 marks (writing) and viva-voce for 50 marks.
Candidates will
be awarded diplomas with grade on the successful completion of the course.
The Director of Centre for Urban Economic Studies
will be the Course cordinator.
Admission
Graduates of Social Sciences
(Economics, Geography, Political Science,
Sociology, History), Commerce, Town Planning (or related Engineering
discipline)
Selection:
Past academic records and interview; Preference
will be given to persons with working experience in urban local bodies and
planning organisations
No. of seats: 15
Course Fee; Rs, 30,000/- to be payable in three
equal instalments, at the time of admission, after the first quadrimester and
after the third quadrimester; Course fees and application fee are to be paid by
Demand Draft payable in Kolkata drawn in favour of Urban Management and
Planning Course
Application Fee: Rs, 100/- (non refundable) to be
paid at the time of submission of application form,

website. Duly filled-in form along with photocopies of all credentials, NOC
from employer (if required) along with the application fee, is to be submitted at
the office of the Centre for Urban Economic Studies within June 22, 2014 (11:30am-4:30
pm),
