FMGE-Screening Test December-2014


National Board of Examinations (NBE), Ansari Nagar, Mahatma Gandhi Marg (Ring Road) New Delhi-110029, has invited applications for the Screening Test for Indian Nationals with Foreign Medical Qualifications, to be held in December-2014. The FMGE-Screening Test has been introduced through the Screening Test Regulations 2002. As per the regulations, ‘An Indian citizen/Overseas citizen of India possessing a primary medical qualification awarded by any medical institution outside India who is desirous of getting provisional or permanent registration with the Medical Council of India or any State Medical Council on or after 15.03.2002 shall have to qualify a screening test conducted by the prescribed authority for that purpose as per the provisions of section 13 of the Act.’

Appearance in FMGE does not confer any automatic rights to secure provisional or permanent registration with the Medical Council of India or any State Medical Council. They are subject to fulfilling the criteria as per the Indian Medical Council Act.

Date & Centres of Test:  Screening Test is conducted by the National Board of Examinations in June and December every year. The next Screening Test will be held on 8th December 2014 (testing window) for which, online registration is to be completed by 23.59 hrs on 18th October 2014 at http://www.nbe.gov.in/fmge. The cities where Examination centres are located are Ahmedabad, Bangalore, Bhopal, Chandigarh, Chennai, Cochin, Coimbatore, Dehradun, Greater Noida, Gurgaon, Guwahati, Hyderabad, Indore, Jaipur, Jammu, Kolkata, Lucknow, Mumbai, Nagpur, Navi Mumbai, New Delhi, Noida, Pune, Raipur, Trivandrum, Udaipur and Varanasi.

Eligibility: Applicant must be a citizen of India or Overseas Citizen of India and should possess a primary medical qualification, which is confirmed by the Indian Embassy concerned, to be a recognized qualification for enrolment as medical practitioner in the country in which the institution awarding the said qualification is situated. Applicants should have passed the Primary Medical Qualification (MBBS or Equivalent) degree on or before 31st October 2014 and must submit proof of passing the same. In absence of proof of passing primary medical qualification on/before the cut-off date, the application shall be treated as incomplete. Fees remitted will be forfeited and candidature shall be cancelled. The foreign medical degrees should be attested either by the Embassy of India or should be Apostilled by the appropriate authority of the foreign country. Copy of the same should also be submitted. The apostile/attestation is to be as per the screening test regulations (Amendment) dated 25th June, 2014. For details regarding Apostilled documents, candidates may refer www.meaindia.nic.in.

Exemption: Those seeking provisional or permanent registration shall not have to qualify the Screening Test if he/she holds an Under Graduate medical qualification from Australia/Canada/New Zealand/United Kingdom/United States of America and the holder thereof has also been awarded a Post Graduate medical qualification in Australia/Canada/New Zealand/ United Kingdom/United States of America and has been recognized for enrolment as medical practitioner in that country.
Fee: Application Fee for FMGE is Rs. 5500/- which is inclusive of examination fees and information bulletin. Information Bulletin shall also be available at website for information. The prescribed registration fee should be remitted through payment gateway provided using a Credit Card or a Debit Card issued by banks in India or through Net Banking.

Test Pattern: The test consists of one paper comprising 300 multiple choices, single correct response questions in English language only, each carrying one mark, delivered in two parts to be taken in a single day to be administered as a computer-based test (CBT). There will be no negative marks for wrong answers. FMGE is divided into two parts of 150 questions each with time allocation of 150 minutes for each part with a scheduled break between the two parts.

Candidates are required to report at the ‘Reporting Counter’ at 9 am for Part One and at 2.15 pm for Part Two. The reporting counter will close 30 minutes prior to the test start time. Candidate who fails to report to the reporting counter by the stipulated time as indicated above shall not be allowed to test. Candidates shall not be allowed to leave the exam center between 9 am and 3.20 pm.

Syllabus: The Syllabus for the test will comprise of subjects /knowledge areas as per the Graduate Medical Education Regulations issued by Medical Council of India. An extract of the same is available in the Prospectus that can be downloaded from the website. Applicants may refer to www.mciindia.org for complete document. Question from Pre & Para Clinical Subjects will carry 100 marks and those from Clinical Subjects, 200 marks. Detailed topic-wise distribution of questions that can be expected is given in the Prospectus.

A demo test to provide candidates with the feel and functionality of the actual test will be available at www.natboard.edu.in/fmge from November 2014 onwards. Applicants registered for FMGE can undertake the demo test prior to the actual test window. They may go through the demo test carefully to familiarize themselves with the screens, layout and navigation.
Qualifying FMGE: An applicant shall be declared as having passed only if he/she obtains a minimum of 150 marks out of 300 in the examination. Results (Pass/Fail) for eligible candidates will be displayed at NBE website and office of NBE. There are no restrictions on number of attempts that can be availed by an applicant.

Registration: The online registration for FMGE is to be done at www.natboard.edu.in/fmge,  latest by 23.59 hrs on 18th October 2014. Applicants may go through the registration guide before proceeding to complete their registration process. Once the candidate has completed his/her registration process, there will be no option to change the information provided. Online registration must be completed by. At the end of Registration process the applicant will get a computer generated acknowledgment.

Centres shall be allotted to the applicants as per automated selection by the software. Applicants will be required to provide three choices of preferred location where they are willing to take the test. At the end of Registration process the applicant will get a computer generated acknowledgment.

Applicant has to submit to the NBE, the following documents along with the copy of acknowledgment e-mail received after successful online registration.
(i)Copy of MBBS Pass (in English/Hindi)
(ii)Copy of MBBS Pass certified by the Embassy /Apostiled
(iii)Copy of Address Proof (PAN Card /Voter ID /Passport /Driving License)
(iv)Two Photographs (of the given specifications)
(v)Annexure B
(vi)Copy of Date of Birth Proof (Certificate of Matriculation)
(vii)Copy of Passport of the applicant (Front Page & Last Page-Personal Information)
(viii)Copy of 10+2 passing certificate
(ix)Copy of 10+2 mark sheet
(x)Copy of internship certificate (if done abroad)
(xi)Copy of eligibility certificate issued by Medical Council of India (if applicable)
(xii)Copy of fail certificate /result for Ex-candidates.
These documents should reach National Board Of Examinations, Ansari Nagar, Mahatma Gandhi Marg (Ring Road) New Delhi-110029, latest by 1st November, 2014 failing which Admit Card will not be issued to the candidate.

Admit Card: The admit card can be downloaded from the website www.natboard.edu.in/fmge once the scheduling and allotment of test centres has been done by NBE. Applicants may check www.natboard.edu.in/fmge for the notification. Applicant is required to affix a latest passport size photograph of the specified specifications on this admit card. Applicant is required to bring the admit card to the Test centre along with an approved identification document which has to be any one of the authorized original and non-expired photo IDs among PAN card, Voter ID, Passport or Driving License. The name on the photo identification must match with the name as shown on the Admit card. If name has been changed due to events such as marriage, candidate must show the relevant document mentioned at the time of test (Marriage Certificate/Divorcee Decree/Legal Name Change Document).
